RECOMMENDA TION
That Expression of Interest E08-003, Consultant Services - Road Reconstruction / Roads
Program Geotechnical Investigation / Design, be awarded to Naylor Engineering Associates Ltd.,
Kitchener at their estimated fee of $212,441.25, including disbursements of $48,050. and G.S.T.,
based on a satisfactory contract being negotiated and an upset fee being established, and further
that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
BACKGROUND
Each year the City of Kitchener endeavors to upgrade the underground services to current
standards and carry out complete roadway reconstruction on selected streets throughout the City.
In addition, several roads are resurfaced and improved while leaving the existing underground
infrastructure in place. In order to be proactive in designing and budgeting for these projects, the
City requires a qualified geotechnical consultant to conduct appropriate investigations and
engineering design reports to aid in the overall design of the various projects. It is the intent to
complete the geotechnical investigations for both the 2009 and 2010 anticipated projects such
that any unforeseen subsurface elements can be brought to light well in advance of construction.
In addition, there are a small number of 2008 resurfacing projects that require geotechnical
investigations. The information obtained during these investigations and the engineering report
will be used by both City staff and other consultants during the overall design of the various
projects.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaInIng to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established consisting
of J. Oakley, Manager, Engineering Construction, G. McTaggart, Manager, Infrastructure Asset
Planning, K. Mick, Design Engineer, and L. Gordon, Director of Purchasing.
Expressions of Interest were advertised in the Record, on the City of Kitchener web site and on
the Internet through the Ontario Public Buyers Electronic Tendering Information System relative
to this project. Documents were picked up by ten (10) interested parties. By the closing date of
Friday January 18th, 2008, eight (8) responses had been received. The Review Committee met
on Tuesday February 5th, 2008 to review the submissions. A shortlist of four (4) Consultants was
selected for further interviews.
The Review Committee met on Wednesday February 13th, 2008 to interview the shortlisted
candidates. The Committee elected to award the project to Naylor Engineering Associates Ltd.,
Kitchener.
