Reg 170/03 Schedule 22 of the Safe Drinking Water Act. And that, the City of Kitchener provide a copy of the Summary Drinking Water report to the Township of Woolwich as required by Schedule 22 of O. Reg. 170 /03 As outlined in Schedule 22 of the Drinking Water Systems Regulation (O.Reg.170 /03) of the Safe Drinking Water Act, 2002, a summary report is to be prepared and given to the members of the municipal council. The following information is required to be included in this report: " (a) list the requirements of the Act, the regulations, the system's approval and any order that the system failed to meet at any time during the period covered by the report and specify the duration of the failures; and (b) for each failure referred to in (a), describe the measures that were taken to correct the failure. " The report must also include: "1. A summary of the quantities and flow rates of the water supplied during the period covered by the report.... " 1014 a 0 : The Ministry of Environment (MOE) conducted an inspection of the Kitchener Distribution System on July 12, 2007. There were no Orders to Comply received during 2007, however the MOE identified locations where the chlorine residual levels in the distribution system were less than 0.05mg/L free or 0.25mg/L combined (non - compliance). The City currently completes a dead-end main flushing program to increase chlorine residuals in problem areas. The MOE requested an action plan be submitted to address four (4) problematic low chlorine areas in the distribution system. The City submitted a plan on August 16, 2007 to address these locations to the satisfaction of the MOE. In the 2006 Summary Water Report it was noted that the MOE required the number of bacteriological samples taken within the distribution system to be increased to 120 samples per month by March 31, 2007. Sampling was increased to meet MOE requirements by the scheduled date. Ontario Regulation 399/07 under the Safe Drinking Water Act was released in 2007. This Regulation requires lead sampling in the drinking water at 100 private residences, 10 industrial/commercial and 20 distribution points, every six months. The first round of sampling is to be completed between December 15, 2007 and April 15, 2008. Kitchener is scheduled to commence sampling in March, 2008. A summary of the quantities of the water supplied by the Regional Municipality of Waterloo during the period covered by the report is noted on the attached Table 1.0. FINANCIAL IMPLICATIONS: New lead related testing requirements to commence in March 2008 are anticipated to cost an additional $35,000-$40,000/year in laboratory sampling costs starting in 2008, which has been included in the budget. Other regular sampling costs are anticipated to remain, except for inflationary increases. The MOE and the Regional Municipality of Waterloo's Community Department of Health have been informed of any adverse conditions within the system, and we continue to work to provide safe drinking water for the residents of Kitchener. Under Schedule 22 of O.Reg. 170/03, the City of Kitchener is required to provide a copy of their Summary Report to each Municipality to which it supplies water, namely the Township of Woolwich.
