Subject: ELECTRIC TRAMS ON COMMUNITY TRAILS LICENSE
RENEWAL
RECOMMENDATION:
That the Mayor and Clerk be authorized to execute a renewal of the License Agreement
with Canadian Recreational Excursions Inc/Mr. Thomas Kaufman for use of all or a
portion of the designated trail sections for a further term of one year, to be reviewed on
an annual basis, on terms and conditions satisfactory to the City Solicitor.
BACKGROUND:
Canadian Recreational Excursions Inc. approached the City in 2006 with a proposal to operate
electric carts and trams on selected community trails.
In January 2007, Council approved use of selected trails in the Pioneer Tower and Chicopee
areas and entered into a license agreement for use of the trails for a term of one year, to be
reviewed on an annual basis.
REPORT:
Canadian Recreational Excursions Inc. has operated for the year 2007 and is now requesting
renewal of the agreement.
The agreement also includes GRCA as an owner of certain lands on which the City maintains a
community trail.
Staff at both the City and GRCA has been contacted to determine if any problems concerning
the use of the trails were encountered during the year. No problems were identified.
GRCA is prepared to enter the agreement for a one year renewal.

FINANCIAL IMPLICATIONS:
The fee is a nominal charge.

No additional maintenance costs have been documented due to the use of the trails by the
electric carts and trams.
COMMUNICATIONS:
Council approval for license agreement was given in January 2007.
CONCLUSION:
Staff is in support of the renewal of the license agreement.
