BACKGROUND In order to provide the necessary response of apparatus and equipment to deliver and manage the anticipated routine fire demand services in the community, the Fire Department has a long range systematic schedule for the replacement of vehicles, equipment and other tools which have reached the end of their useful life, are beyond economical repair, or are no longer suitable for the task that they are required to perform. Fire Apparatus Large Fleet and Equipment are managed by a ten (10} year Fire Department capital forecast replacement strategy which recognizes years of life for various vehicle types and equipment, ranging from eight (8) to fifteen (15}years. Fire apparatus that are replaced are moved into a reserve vehicle status for two (2) -three (3) years. One (1) additional triple combination fire pumper is being purchased for Station #7. The other two (2) pumpers are replacing # 4519 and # 4520, both manufactured in 1995, serving us for a total of thirteen (13) years. REPORT Tenders were advertised publicly in The Record, the City of Kitchener website and on the Internet through the Ontario Public Buyers Electronic Tendering Information System. Ten (10) potential bidders downloaded the tender document from our website and by the closing date of Thursday December 13th, 2007, four (4) tenders had been received. The following tenders were received: ADJUSTED TENDER PRICE Metz Fire and Rescue Guelph, ON $1,525,026.90 $1,510,639.65 ~ Resgtech Systems Inc. Woodstock, ON $1,680,630.00 Dependable Emergency Vehicles Brampton, ON $1,748,602.50 Darch Fire Inc. Ayr, ON $1,947,592.08 ~ The total tender price of the tender received from Metz Fire and Rescue has been adjusted to reflect the G.S.T. reduction from 6~1o in 2007 to 5~1o in 2008. Tenders were reviewed by H. Hoist, Master Mechanic -Firefighter, who concurs with the above recommendation. FINANCIAL IMPLICATIONS Funding will be provided for Two (2) Pumpers from Index 412166-1630 - CapitallFire-Major Equipment/Fleet REVENUES Index 412166 - Capital/Fire - Major Equipment/Fleet $3,085,815. EXPENSES Tender T07-050 (2 Pumpers) $1,007,093. Less G.S.T. Rebate ($ 47,957.) $ 959,136. $ 959,136. SURPLUS $2,126,679. Surplus in account to be used for purchase of fire vehicles as identified in ten (10} year forecast model. Funding will be provided for One (1) Pumper from Index 412459 -Fire Station #7 REVENUE Index 412459 -Fire Station #7 Expenditures to date EXPENSES Tender T07-050 (1 Pumper) Less G.S.T. Rebate Pumper Equipment Costs Additional Equipment Costs TOTAL $503,546. ($ 23,978•) $479,568. $1,220,148. $ 72,004. $ 479,568. $ 157,500. $ 200,000. $ 311,076. SURPLUS $ 311,076. The additional equipment costs are for, SCBA's, radio equipment, uniforms and protective equipment and training. ~ Any surplus remaining in the capital account upon completion will be returned to the Development Charges Reserve Fund and Capital Surplus in proportion to the original capital project funding. There are no equipment costs associated with the two (2) pumpers provided for from index 412166 as these are replacement units and the equipment will be supplied from the existing pumpers.
