Subject: P07-076 -Emergency Service Providers
RECOMMENDATION
That proposal P07-076, Emergency Service Providers, be awarded to Woodhouse, Division of
Firstonsite Restoration L.P. By Its General Partner, Firstonsite G.P. Inc., Kitchener, Ontario, at
their proposed unit prices.
BACKGROUND
The objective of the emergency services provider(s) is to work collaboratively with City
Representatives to alleviate the emergency and create a safe environment.
In the case of an emergency, a City Representative will contact the emergency services
provider(s) to advise them of an emergency location. The City Representative is authorized to
undertake whatever steps are necessary to alleviate the emergency, and to mitigate damages. The
services include but are not limited to correcting the emergency (i.e. fire, water, rain, ice, wind,
broken glass, damaged doors, vandalism, hazardous material spills, lightning strikes and snow
loads) and prevent further loss through stop loss, security of propertylprevention of further
vandalism and water damage mitigation and any other specific experience relating to providing
emergency services.
REPORT
Proposals were advertised publicly in The Record, the City of Kitchener website and on the
Internet through the Ontario Public Buyers Electronic Tendering Information System. Eight (8)
potential bidders picked up proposal documents, and by the closing date of Friday January 4th,
2008, five (5) proposals had been received.

Paul Davis Systems of Kitchener-Waterloo Inc. Kitchener
~Vinmar Guelph o/a 1190312 Ont. ltd. Guelph
A Proposal Review Committee was established consisting of: P. Mellor, Chief Fire Prevention
Officer, C. Waller, Manager of Building, ~V. Black, Claims & Loss Control Inspector, A. Brand,
Risk & Claims Analyst, D. Hergott, Manager of Facilities Management, D. Miller, Director of
Fleet, D. Stewart, Acting Supervisor of Health & Safety, and R. Kruppa, Buyer.
The Review Committee elected to award the proposal to Woodhouse, Division of Firstonsite
Restoration L.P.
FINANCIAL IMPLICATIONS
Costs for these services will be added to the tax roll or covered by the building insurance.
