Community Services Report To: Community Services Committee Date of Meeting: March 17, 2008 Submitted By: Jim Witmer, Director of Operations Prepared By: Jim Witmer, Director of Operations Ward(s) Involved: All Date of Report: March 14, 2008 Report No.: CSD-08-027 Subject: AGREEMENT WITH REGION FOR SCADA TOWER INSTALLATION RECOMMENDATION: That the Mayor and Clerk be authorized to execute an agreement, satisfactory to the City Solicitor, with the Region of Waterloo for the installation of radio device equipment on two Regional facilities for the Supervisory Control and Data Acquisition (SCADA) System Communication. BACKGROUND: From 1999 to 2002, the City of Kitchener looked for a replacement to the proprietary systems for data acquisition and control it had been using at its 23 sewage pumping stations. A key requirement of the system was one that would allow city operators to set system parameters without the intervention of the manufacturer or an outside programmer. A number of systems were reviewed at the time. The Flygt Aquaview System was the only system that met this requirement. In the spring of 2003, Conestoga-Rovers & Associates conducted an extensive review of the City's wastewater pumping stations. The study contained a list of improvements to be made at each of the City's pumping stations. The report also contained a recommendation that a Flygt FMC controller be installed at each existing and all future pumping stations. That recommendation was the first step in the process of implementing a full featured Supervisory Control and Data Acquisition (SCADA} System to manage the City of Kitchener's wastewater system. The implementation of the system was to be conducted in two phases. Phase 1 was to focus on updating the equipment and buildings at each of the pumping stations. It included installing Flygt FMC controllers at each station. Phase 1 also included a preview for the future implementation of the SCADA system. A pilot version of SCADA application was installed on a server at one of the stations. Limited licensing allowed the server access to a maximum of two stations. Report No: CSD-08-027 Phase 2 was to focus on data collection and central control. The 2003 budget allocated $1.3 million dollars to phase 1 improvements of which $150,000 was allocated for installing the controllers. No provisions were made for phase 2. By 2005, when Conestoga-Rovers provided a follow up report, nearly all of the City's pumping stations had Flygt FMC controllers installed. While still focusing on the individual pumping stations, the report contained a recommendation to start implementing phase 2 -Central Control. Phase 2 would connect all of the pumping stations to a central server. It would also change the alarm delivery mechanism because the central server came with a front end alarm handler. The report estimated $72,000 as the cost for implementing phase 2. The report underestimated the cost of the upgrade because it didn't provide for a communication mechanism between the pumping stations and the central server. In 2006, all pumping stations had Flygt FMC controllers installed and we were now ready to implement phase 2 to by linking all facilities into a central server. REPORT: In June 2007, report CSD-07-056, Council approved the funding for the SCADA software licensing and radio communications. SCADA is a front end alarm handler and data collection system for the sewage pumping stations. Part of the radio network needed for this system would include repeater antennas placed on 2 Region of Waterloo sites. These sites have been identified as Sports World water tower and the Mannheim water treatment plant. Both these sites were selected due to their elevation and ability to pick up the low lying pumping stations on the outskirts of Kitchener. An agreement is needed with the Region of Waterloo to allow the City of Kitchener to mount radio devices at these two locations for the SCADA Communication at a nominal annual cost of $1.00. The Legal Services Division and Operations staff have reviewed the proposed contract with the Region and once signed by the City of Kitchener, installation can proceed and bring our SCADA system on line. FINANCIAL IMPLICATIONS: None at this time. CONCLUSION: An agreement is needed with the Region of Waterloo to allow the City of Kitchener to mount radio devices at these two locations for the SCADA Communication and bring our SCADA system on line for the benefit of the Corporation and its residents.
