Subject: 2007 ANNUAL REPORT -DELEGATED APPROVAL
AUTHORITY
RECOMMENDATION:
1. That Report DTS-08-022 be received for information; and
2. That Report DTS-08-022 be submitted to the Regional Municipality of Waterloo in
fulfilment of Clause 22.1 of the Administrative Agreement between The City of
Kitchener and the Regional Municipality of Waterloo regarding delegated
authority
EXECUTIVE SUMMARY:
In accordance with Regional By-law Number 97-061, the City of Kitchener is required to
"provide the Regional Commissioner of Planning and Culture with an annual statistical
report on the number and status of plans of subdivision, plans of condominium and part-
lot control exemption by-laws and the number and type of units permitted by the
approval for the preceding year."
In addition, in accordance with Kitchener's Delegation By-law 2002-164, the Director of
Planning as delegated by City Council is required to provide summary reports quarterly
to inform Council of all applications approved by staff as delegated by City Council. As
in past years, the Planning Division has found it most appropriate given the number of
approvals, to provide a summary of the entire year's activity in one report.

B. 2007 PART LOT CONTROL EXEMPTION BY-LAWS
In 2007, Planning Division received 42 applications for Part Lot Control Exemption. Of these, 29
by-laws were adopted and 2 applications were deferred until February, 2008. In addition, 5 by-
laws were adopted from 5 applications for Part Lot Control Exemptions previously deferred from
2006.

A total of 4 easements were created through the part lot control process in 2007.
In total, there was a net creation of 366 lots, 112 of which are contained in subdivision plans
registered in 2007, intended for 64 Singles, 86 Semi-Detached, 17 Single/Semi-Detached, 146
Townhouses, and 53 SingleslSemis/Townhouses. Three by-laws were adopted for the purpose of
lot line adjustments.
C. 2007 CONSENTS
A total of 65 consent applications were received in 2007. A total of 43 applications were
approved, 3 deferred to 2008. Two applications were withdrawn. 54 applications were endorsed
in 2007 with the following results.

FINANCIAL IMPLICATIONS:
None arising from this report, however, all plan registrations result in ongoing operational
costs for the maintenance of open space, storm water management, parks, streets,
walkways, and underground services.
COMMUNICATIONS:
None
CONCLUSION:
That Council Receive DTS-08-022 for information and that it be submitted to the
Regional Municipality of Waterloo.
