Subject: Middle Strasburg Trunk Sanitary Sewer Detailed Design,
Contract Administration and Inspection services
RECOMMENDATION:
That Council waive its normal procedure for the selection of Engineering Consultants and that
the City retain Stantec Consulting Limited as the Engineering Consultant to undertake the
detailed design, contract administration and inspection for the Middle Strasburg Trunk Sanitary
Sewer project;
-and -
That Council authorize the Mayor and Clerk to execute an Engineering Agreement for the
provision of professional engineering services between the City of Kitchener and Stantec
Consulting Limited at a total cost of $463,650.00 excluding applicable taxes for completion of
the Middle Strasburg Trunk Sanitary Sewer project upon receipt of the necessary funds from
Activa Holdings Incorporated who are providing front -end financing for this project in exchange
for development charge credits;
-and -
That Council authorize the Mayor and Clerk to execute a Development Charges Credit
Agreement with Activa Holdings Incorporated in respect of Activa Holdings Incorporated's
payment of the costs of the consultant fees and the construction of Middle Strasburg Trunk
Sanitary Sewer project.
BACKGROUND:
The City had completed an Environmental Study Report (ESR) for the above project in 1998.
Further, the City filed an addendum to the ESR in February 2003. Activa Holdings Incorporated
is initiating the development of stages 8, 9 and part of stagel0 of draft plan of Huron Village
Subdivision, File 30T- 01201. In accordance with Condition 3.16 of the Subdivision Agreement,
Middle Strasburg Trunk Sanitary Sewer, "shall be extended from its present terminus to Huron
Road, and that the extension of the sewer from Huron Road at Parkvale Drive through the
Strasburg Creek lands adjacent to this plan, as required for the development of this plan to the
satisfaction of the City's Director of Engineering. It is acknowledged that these works, including
design expenses, are included in the City's Development Charge By -law 99 -106, as amended,
and the City shall be responsible for 100% of the cost of these works."
REPORT:
The City received a request from Activa Holdings Inc. proposing that the City retain Stantec
Consulting Limited as our engineering consultant to undertake the detailed design, contract
administration and inspection for the Middle Strasburg trunk sewer project.
Stantec Consulting Limited had completed the Environmental Study Report and Addendum for
this project on behalf of the City in 1998 and 2003 respectively. In addition, Stantec had
undertaken extensive preliminary work in this area for the respective developer and they have
extensive engineering expertise to complete this project.
In order to proceed with the development of this subdivision, staff recommend that the Stantec
Consulting Limited be appointed to complete this project.
Stantec and their sub consultant will complete the following task as part of this project;
• Topographic survey,
• Base plan preparation and assess the ESR preliminary alignment
• Geotechnical Investigation
• Archaeological Assessment (as per the approved ESR recommendation, archaeological
assessment be completed as part of the detailed design)
• Scoped Environmental Impact Assessment:- to identify the environmental impacts due to
construction and recommend mitigation measures
• Project management, Detailed Design, and obtain approvals from various agencies for
the proposed trunk sewer.
• Tendering, contract administration and Inspection
• Submit as constructed drawings
FINANCIAL IMPLICATIONS:
The extension of the Middle Strasburg Trunk Sanitary Sewer is an identified item in the
Development Charges By -Law. Activa Holdings Inc. have agreed to finance the cost of the
detailed design, contract administration, inspection and construction to advance the timing for
completion of same. Accordingly, the contributing developer will receive credits towards their
applicable Development Charges at the time of Building Permit application, in accordance with
the polices and procedures in place at that time.
CONCLUSION:
In order to support the development within this area, it is necessary to initiate the detailed
design, contract administration, inspection and construction for the Middle Strasburg trunk
sewer at this time. In addition, the completion of this detailed design will establish the property
requirements and it can obtain the required land from the respective developer during the
development process of this subdivision.
