Korah, P.Eng., Manager of Development Engineering 6 -West Ward March18, 2008 DTS-08-041 Glasgow Street Realignment and Land Transfer That the proposed realignment of Glasgow Street by the Regional Municipality of Waterloo in connection with its development of a vehicle maintenance, office/lunch room facility at the Waterloo Region Landfill Expansion Site (SP 07/132/G/JB) located at 1516 Glasgow Street be approved; and That the Mayor and Clerk be authorized to execute an Agreement with the Regional Municipality of Waterloo for the exchange of certain lands described as Parts 1, 2, 5, 7 and 10 on Reference Plan 58R-16062 being the Region's Lands, and Parts 3 and 4 on Reference Plan 58R-16062 being the City's lands, to facilitate the reconfiguration and reconstruction of a portion of Glasgow Street along the frontage of the Waterloo Region Landfill Expansion Site, on terms and conditions satisfactory to the City Solicitor; and That the staff be directed to initiate the process for notification and consideration of the closure of part of Glasgow Street, and that all expenses be at the Region's cost. REPORT: The Region of Waterloo has submitted a site plan application for their Waste Management facility (site plan application # SP 07/132/G/JB) located at 1516 Glasgow Street. The facility includes an office, lunch room and vehicle maintenance facility. In order to facilitate the proper functioning of the entrance to the site, the Region is proposing the realignment of Glasgow Street to accommodate this development. The Region's consultants, MTE Consultants Incorporated, submitted design drawings regarding the proposed realignment to the City. Both the Engineering and Transportation sections have reviewed the drawings and agree that the realignment will ensure better functioning of that section of Glasgow Street than the existing alignment. The existing Glasgow Street is a rural cross-section, with ditches on both sides, with no storm sewers, sidewalk nor boulevards. At this time, Region will re-construct the road along the re- aligned portion of Glasgow Street to a rural cross-section (see attached drawing). However the final road cross-section of Glasgow Street is dependent on future development to the east of the landfill site and as such the Glasgow Street will eventually be upgraded to an urban cross- section. As such the Region has agreed to provide funding to the City to upgrade this road to full urban standards (storm sewer, sidewalk, boulevards etc) at later stage. The proposed agreement provides for the closure of portions of the existing Glasgow Street roadway and their conveyance to the Region in exchange for conveyance to the City of parcels of abutting lands owned by the Region. This will allow for the reconfiguration and reconstruction of a portion of Glasgow Street that will ensure a better functioning of that section of Glasgow Street than the existing alignment as it passes along the frontage of the landfill expansion site. The attached sketch illustrates the realignment and parcels to be exchanged. Under the terms of the agreement the Region will pay for all associated costs such as the preparation for the reference plan and advertising costs for the closure of the subject parts of Glasgow Street. The Region is also responsible for the construction of the new road area in accordance with the City's specifications. As the subject lands are either part of an existing road or abutting that road each of the parties will indemnify the other against any environmental matters affecting their lands. The Region will provide an indemnity against any environmental matters for the Region lands, and the Region will take the City lands "as is". FINANCIAL IMPLICATIONS: No financial implications to the City. The realignment of the Glasgow Street will be the responsibility of the Regional of Waterloo. Further, the Region has agreed to transfer $127,025 to the City for the upgrade of the realigned portion of the road to full urban standards at a later stage. The Region will be responsible for all costs associated with the closure and transfer of part of Glasgow Street. CONCLUSION: The City staff support the recommendation put forth by the Region of Waterloo for the realignment of the Glasgow Street to support their development. The proposed alignment provides improvements to the existing alignment of this section of the Glasgow Street.
