BAG~CFtOUND: In 199a the pity of Kitchener undertook a comprehensive Parking Requirements study which was prepared by humming Dockburn Limited. but of the stud}, one of the recommendations was to implement aCash-In-Lieu of Parking policy for the Downtown, A policy was prepared by staff and adapted by council on July g,199~~ Section 4~ of The Planning Act continues tv give municipalities the ability to exempt an owner or occupant from providing required perking provided an agreement is entered into. This exemption allows municipalities to accept monetary payments where required parking facilities are being exempt. Aside from making cash-in-lieu of parking payments, there are other options available to developers where parking cannot be accommodated on site, The City's honing By-law permits required parking spaces to be located off site within BOO metres of the subject properky provided certain regulations are met and an agreement is registered on title, Alternatively a property owner would have the option of applying for a minor variance to the Committee of Adjustment requesting a reduction to the required number of parking spaces; however, with the existence of the cash-in-lieu option there are limited circurr~stances in which a variance could be justified. The existing Cash~In~Lieu of Parking policy is based an the 1990 construction east of ~~O,aaa.aa per space. It was intended that the amount would be reviewed and approved annually by Council. Eighteen years have elapsed since the initial implementation of the policy without any adjustment to the construction cast, REPORT: The existing Cash-In-Lieu of Parking palicy has been little used in the past, however, new Provincial legislation with regard to infill development and intensification and the increased popularity of adaptive reuse of existing buildings may render the palicy as a more desirable and useful tool, bath now and in the earning years and should therefore be updated to reflect current construction casts, The palicy can only be a valuable tool if it is kept current by providing for annual inflationary increases, It is estimated that in ~~08 the construction cast far an above grade parking space to be a,400.aa, and a single below grade space is estimated to be up to 4a,000.00, Below grade parking facilities typically have a ~g~0°l~ premium for additional excavation, ventilation, lighting, maintenance etc These figures were derived from the ~~~2 parking garage tender put nut by the City. The ~00~ casts were increased by 4°lo per year to bring them in lane with ~O~S construction costs. They were also confirmed as being reasonable by the consultant who designed the garage as well as one of the firms that bid on the project. The figure proposed to be utilized in the palicy does not factor in land cost but rather, is based on the assumption that any new parking structure will be constructed on land already awned by the City of Kitchener. It is further Hated that development of any surface parking lots are a chart-term interim measure and that multi-level parking structures are the long-terra soletion. Far the purpose of the cash-in-lieu of parking palicy staff recamr~ends the fee be increased to ~,D00.~0 per parking space. This is a blended cast between an above grade and below grade structure. since these contributions are being applied to~vard a future structure, whose design at this time is unknown, a oast midway between an above grade and below grade structure is reasonable. FINANCIAL tMPLICATI~N: The intent of the recar~r~ended approach is to bring the palicy up to date with current eanstructian casts to ensure adequate funds are being collected to be utilized in the construction of future City parking structures. This amount will be adjusted annually, based on the statistics Canada Nan-Residential Building Construction Price Index, and included in the annual schedule of Fees Charges.
