RECOMMENDATION
That Expression of Interest E07-102, Architect Services -Kingsdale Community Centre
(Alterations to Patrick J. Doherty Arena) be awarded to The Walter Fedy Partnership, Kitchener
at their estimated fee of $286,382.25, including disbursements of $26,000. and G.S.T., based on
a satisfactory contract being negotiated and an upset fee being established, and further that the
Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND
Research and input from the public indicates that there is a gap between the type of facility that
is currently provided at the Kingsdale Community Centre, and the needs of the community.
Many programs cannot be offered due to a lack of space and there is growing demand for
existing services. Not only is more space needed, but it must be designed to meet the needs of
recreation and social services. Without these resources, many Kingsdale residents would not
receive the support they require and the community could not develop the leadership and
capacity to grow beyond current levels.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established consisting
of L. Proulx, Director of Facilities Management, P. Forrest, Construction Projects Manager, J.
Lilley, Kingsdale Neighborhood Association, D. Schlichter, House of Friendship, L. Stewart,
Facilitator, Rockway &Kingsdale Community Centres, and L. Gordon, Director of Purchasing.
Expressions of Interest were advertised in the Record, on the City of Kitchener web site and on
the Internet through the Ontario Public Buyers Electronic Tendering Information System relative
to this project. Documents were picked up by twenty (20) interested parties. By the closing date
of Monday January 7th, 2008, eleven (11 } responses had been received. The Review Committee
met on Monday January 21 ~t, 2008 to review the submissions. A shortlist of four (4) Consultants
was selected for further interviews.
The Review Committee met on Tuesday February 26th, 2008 to interview the shortlisted
candidates. The Committee elected to award the project to The Walter Fedy Partnership,
Kitchener.
