RECOMMENDATION
That Expression of Interest E08-012, Consultant Services -Betzner Barn Foundation Heritage
Conservation, be awarded to Stantec Consulting Ltd., Kitchener at their estimated fee of
$34,047.22, including disbursements of $2,401.92 and G.S.T., based on a satisfactory contract
being negotiated and an upset fee being established, and further that the Mayor and City Clerk be
authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND
The City, through a series of land exchanges and dedications with area developers and the Grand
River Conservation Authority, successfully secured from development an area of land east of
Pioneer Memorial Tower known as the historic ridge, on which one of the founding families in
Waterloo County (Betzners) first settled. The preservation of this ridge serves to maintain the
visual and physical links between the historic farmsteads of the founding families, the Pioneer
Memorial Tower (a National Historic Site} and the Grand River (a Canadian Heritage River).
Included in these efforts was the dedication to the City of the former Betzner farmstead barn.
The public acquisition of this barn provides the City with a unique opportunity for public
interpretation and appreciation along the historic ridge. In accordance with provisions included
in the area subdivision agreement, the barn superstructure was removed and the original c.1830s
fieldstone foundation was preserved, with a view that it be used in the design of a scenic lookout
overlooking the Grand River corridor and form part of the Walter Bean Trail system.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established consisting
of W. Sleeth, Landscape Architect, L. Bensason, Heritage Planner, and L. Gordon, Director of
Purchasing.
Expressions of Interest were advertised on the City of Kitchener web site and on the Internet
through the Ontario Public Buyers Electronic Tendering Information System relative to this
project. Documents were picked up by fifteen (15) interested parties. By the closing date of
Tuesday January 29th, 2008, two (2) responses had been received. The Review Committee met
on Tuesday February 5th, 2008 to review the submissions. Both Consultants were selected for
further interviews.
The Review Committee met on Tuesday February 19th, 2008 to interview the shortlisted
candidates. The Committee elected to award the project to Stantec Consulting Ltd., Kitchener.
