That the $2,699,936.00 allocated to the City of Kitchener by the province will be used for municipal road and bridge capital investment needs; 2. That a final summary report detailing expenditures, use of provincial funding, and outcomes achieved shall be submitted to the ministry and the ministry may request an independent audit of the project; and 3. Any funds intended for the project that are not used in accordance with rehabilitation of municipal road and bridge capital investment needs or the terms outlined above will be returned to the ministry. BACKGROUND: On Tuesday, April 1, 2008, the Mayor received a letter from Minister Bradley, Province of Ontario advising City of Kitchener that it will receive $2,699,934.00 from the province for road and bridge infrastructure renewal. The City appreciates that the Province of Ontario acknowledges the City's needs to funding its infrastructure renewal program. The funding is contingent upon Council accepting three conditions. These conditions are: 1. That the $2,699,936.00 allocated to the City of Kitchener by the province will be used for municipal road and bridge capital investment needs; 2. That a final summary report detailing expenditures, use of provincial funding, and outcomes achieved shall be submitted to the ministry and the ministry may request an independent audit of the project; and 3. Any funds intended for the project that are not used in accordance with rehabilitation of municipal road and bridge capital investment needs or the terms outlined above will be returned to the ministry. Staff will review the capital program in the near future and report back to Council about projects where this money may most appropriately be allocated. FINANCIAL IMPLICATIONS: The $2,699,934.00 will assist with our shortfall in Capital funding. COMMUNICATIONS: A copy of Council's resolution will be forwarded to the Ministry of Transportation before April 30, 2008. CONCLUSION: The City is pleased to receive this funding and Engineering staff will bring a report forward to Council in the near future recommending the projects to which it will be allocated.
