RECOMMENDATION:

BACKGROUND:
Cloverdale Park was developed approximately forty years ago in Ward 5. Bounded by
Cloverdale Crescent, Birchcliff Avenue and Uplands Drive, the park is comprised of a
playground, neighbourhood soccer field and open space. The park land slopes dramatically
from Uplands Drive towards the soccer field and levels out as the slope nears Birchcliff Avenue.
For many years the park and especially the soccer field has become increasingly wet. Because
of the wetness, the soccer field is unusable in the spring and into the summer months.
Staff has received many complaints from residents and most recently from the principal of St.
Paul Elementary School that abuts the park land regarding the wetness and the unusable
conditions of the park.
REPORT:
In reviewing the existing grading of Cloverdale Park, the entire park land sheet flows from the
higher elevation at Uplands Drive and across the soccer field and down to Birchcliff Avenue.
The finished grade on the soccer field over the past forty years has settled and become
impacted so that the field acts likes a dish and retains the sheet flow of water. The dish renders
the field unusable for much of the spring/summer season.
To correct this problem we have looked at a two pronged approach. First, would be the
installation of drainage the in the field so that field saturation point can be corrected. Second,
would be the re-grading of the field with the proper crowning so that water would not be allowed
to sit on the field. With proper grading and the required swales around the soccer field leading to
a catch basin, the sheet flow of water would be directed to the proper areas and minimize the
impact of the drainage on park users and abutting property owners.

At this time, Cloverdale Park has been identified in our ten year capital forecast slated for work
i n 2009.
The 2008 General Park Capital funding has a total

Foxglove Community Park, Ward 4, x$90,000}
Huck Community Park, Ward 6, ($75,000) and
Tremaine Community Park, Ward 2, x$83,000} .
of $338,000.00. Work slated for 2008
The parks listed need to have parkland development occur as there are no parks developed at
this time for these neighborhoods.
The 2009 General Park Capital funding has a total of $372,000.00. Work slated for 2009
General Park Capital funding is:
Country Clair Community Park, Ward 2, x$120,000)
Commonwealth Park, Ward 4, x$60,000)
Zeller Community Park, Ward 2, x$152,000) and
Cloverdale Park, Ward 5, ($40,000}.
We have the physical ability this spring to install drainage file in the soccer field to move the
water off site and create a more usable park for this year. However, this would cost
approximately $40,000.00 and a re-prioritization of the current work program would be required.
If this were approved, we would then plan as well, to have the crowning of the field completed in
the fall as part of our capital funding field renovations for which we have funding available for
City wide sports field facility work. This crowning would cost approximately $7,500.
FINANCIAL IMPLICATIONS:
The estimated cost to re-grade and install drainage the in the park so that surface water
problems are corrected would be approximately $47,500.00. With the current backlog of new
parks waiting to be developed, the retrofit of Cloverdale Park is part of the ten year plan and is
slated for 2009 in the capital budget forecast.
