ARTS AND CULTURE ADVISORY COMMITTEE MINUTES
Tuesday, March 18, 2008 CITY OF KITCHENER
PRESENT: Jennifer Breithaupt, Len Carter, Don Chapman, Paul Eichhorn, Councillor John Gazzola,
J.D. McGuire, Lawrence McNaught, Bill Poole, Cheryl York, Carrie Kozlowski.

1.0 CALL TO ORDER: Jennifer Breithaupt
1.1 Approval of Agenda
A motion was made by Bill Poole, seconded by Len Carter, to approve the agenda with the
following changes:
Defer item 4.1, “Public Art Policy Review—Cheryl York” to the April meeting.

Add a new item 4.4, “Waterloo Advisory Committee on Culture Update—Bill Poole”

All were in favour; the motion was carried.
2.0 BUSINESS ARISING
2.1 Approval of February 19, 2008 Minutes
The minutes of the February meeting require an amendment to item 2.5.5 (Sub Comm 5:
st
Community & Neighbourhood Arts: Paul Eichhorn, Len Carter), 1 sentence. Remove the
attribution of this comment to Paul Eichhorn so that the sentence reads, “The City’s Arts and
Culture unit is preparing a Call for Expressions of Interest for a review of the City’s Public Art
policy.”
A motion was made by Lawrence McNaught to approve the minutes of the February 19, 2008
meeting as amended above. Bill Poole seconded the motion. All were in favour; the motion
was carried.
2.2Council Report
2.2.1World Religions Conference: No report in Councillor Galloway’s absence
2.2.2Your Kitchener Market: Cheryl York, in Councillor Galloway’s absence
Staff has identified three options for the upper level of the Kitchener market:
Small independent vendors: Either a vendor collaborative; owner-operated vendor
?
space, or a combination of the two.
Arts and Culture Centre: a 3-5 year solutions with eventual replacement by a mid-
?
sized grocer or larger non-food retailer
Status Quo: Remain as is until a mid-sized grocer or larger non-food retailer can be
?
secured
From April 5-15, 2008, the City will conduct a public consultation process on the three
options. ACAC members are invited to respond individually and as a committee. By
making a presentation to Council on its recommendation, ACAC has an opportunity to
raise its profile. A sub group shall be struck to prepare a report to Council.
On June 16, the Communications department will go to Council with the results of the
survey.
ACTION: Staff to send an email reminder to ACAC committee regarding completion of
the survey.
ACTION: Committee members to send copies of their comments on the three market
options to Jennifer Breithaupt. Jennifer will compile comments.

2.3Status of Grants Review: Jennifer Breithaupt
The Arts and Culture Advisory Committee (ACAC)’s subcommittee dealing with grants will be
th
reconvening on April 9, 2008 at 4:00 p.m. (Graham Room, 7 Floor, City Hall) to review
incoming arts and culture grant requests. Jennifer Breithaupt, Len Carter and Jamie Vasey are
members of this subcommittee. Other ACAC members are invited to participate in the grants
subcommittee. In the interest of efficiency, ACAC will not re-review the grants considered by
the subcommittee, although the subcommittee will report to ACAC on its recommendations.
ACTION: ACAC members to consider participation on Grants Subcommittee (April 9, 2008 at
4:00 p.m.)
3.0NEW BUSINESS
3.1ACAC’s Proposed Report to Council on achievements during term: Jennifer Breithaupt
The current ACAC term concludes November 2008. To mark the end of ACAC’s term, the
committee will prepare a report to Council outlining its achievements. This report is required
as part of the committee’s Terms of Reference. Len Carter will spearhead the preparation of
this report. Other ACAC members are invited to participate. The next term of ACAC will likely
begin in January 2009.
ACTION: ACAC members interested in participating in the preparation of ACAC’s report to
Council to contact Jennifer Breithaupt or Len Carter.
3.2Brainstorming session re: ACAC projects: All
Prior to the end of its current term, ACAC could accomplish a project or plan an event. This
project/event could be described in ACAC’s report to Council on its activities. The following
ideas came out of the brainstorming session:
3.2.1 Luggage Project: Ernest Daetwyler’s 7-piece Luggage Project sculpture will be installed
at the Gaukel Street entrance to Victoria Park in May 2008. This sculpture’s theme
touches on immigration issues in Kitchener over time. Members of the public
contributed stories about their experiences becoming part of our community. Some of
these stories have been incorporated in this work. Due to contamination issues at the
site, this project has been delayed for 2.5 years. The sculpture is currently in storage.
An unveiling event is desired. It is interesting to note that at one time, McBrine
Luggage operated out of a location in close proximity to the future location of this
sculpture.
A World Music event promoting diversity will be taking place on Saturday, June 7.
Perhaps the unveiling of Daetwyler’s Luggage Project could coincide with this concert.
The concert will take place outside at City Hall. The unveiling of the sculpture at the
Gaukel Street entrance of Victoria Park would nicely connect the two locations. Staff
to discuss budget for the unveiling offline.
ACAC’s involvement in the unveiling of the Luggage Project would be very appropriate,
as ACAC supported the initial project.
3.2.2 Cultural Summit: As ACAC will be making an end-of-term report to Council, the
committee should also report to the community on its achievements. Perhaps a cultural
summit could take place (4:00-6:00p.m. possible timeslot). ACAC’s report to Council

could be shared with the public at this summit. The CP II implementation team could
report, and the community would have an opportunity to ask questions and to find out
about current projects. This meeting could also act as an introduction to ACAC, and an
invitation to community members to get involved with the committee. Perhaps it could
assist in the recruitment of new members. The summit could be scheduled to coincide
with a Rotunda Gallery opening. October 2008 was suggested as a potential time for
this event.
3.2.3Artist-in-Residence: The committee discussed whether or not the Artist-in-Residence
program could provide a jumping-off platform for an ACAC-sponsored event. The fact
that there is no dedicated space for the Artist-in-Residence at City Hall in 2008
generated questions from members. Staff is hopeful that a location at City Hall will be
found for this program in 2009.
ACTION: ACAC’s end-of-term report to Council should address the importance of the
Artist-in-Residence program, and the program’s need for a permanent space.
Although nothing has been finalized, it has been suggested that for 2008, the Artist-in-
Residence program could involve a video artist creating digital media pieces to be used
as content for the City’s newly acquired Christie Digital video projectors. The
projectors can be taken into the community or used to project images atop of City Hall.
This would continue to provide a link to City Hall for the Artist-in-Residence program.
The content created by a video Artist-in-Residence would only be a portion of what
could be projected with this equipment. The Vitality Committee is developing a call for
entry and will solicit video pieces for projection. It is anticipated that 4 to 5 hours of
content could be displayed each evening. Perhaps the launch of this proposed “digital
gallery” could coincide with ACAC’s cultural summit and/or a Rotunda Gallery opening.
It is hoped that the equipment will be installed in time to display Memorial Cup games.
3.2.4 Creative City Presentation: See item 4.4 below
3.2.5 Other: A bluegrass music festival is another possibility. The Registry Theatre hosts
folk/bluegrass concerts. Perhaps the World Music event could include bluegrass music.
Len Carter would be interested in getting involved.
ACTION: Len Carter, Lawrence McNaught and Don Chapman to speak offline about
possibilities.
Another possible ACAC-sponsored event could involve artists giving lectures or lessons at
the Huron Natural Area. The Country Hills community centre could be central to this
event.
4.0NEW BUSINESS
4.1Public Art Policy Review: deferred until April 2008 meeting
4.2Cultural Capitals of Canada: Cheryl York
The Department of Canadian Heritage acknowledged Kitchener’s application with the following
remarks:

grants to not-for-profit arts organizations and cultural events

Grants support has increased over time

Additional support in the form of lease agreements and capital loans is also noted

community development, employments and diversity issues
Professional arts practice is supported through infrastructure initiatives, promotion and
?
audience development
The proposed 2009 program incorporated contemporary forms of creativity, cultural
?
diversity and art in public places built on existing activities, as well as involving community-
based artists and cultural workers.
The City is encouraged to re-submit an application in the future.

4.3Update on Arts, Business and Creativity Workshop (April 19, 2008): Cheryl York
This one-day workshop provides business training and information for small businesses in
cultural industries as well as artists starting or growing a business. Cost is $49+GST. Trade
show tables to advertise products/services to artists are available for $50.00.
ACTION: ACAC members to circulate electronic flyer advertizing event to artists.
ACTION: ACAC members to consider attending the wine and cheese networking opportunity
from 4:00-5:00 p.m.
4.4Waterloo Advisory Committee on Culture Update: Bill Poole
ACAC and the Waterloo Advisory Committee on Culture could work together to bring Terry
Nicholson, City of Toronto staff member, to do a presentation on Creative City Planning and
Cultural Mapping in the spring of this year. A 4:00-6:00 p.m. timeslot in May could work.
ACTION: to be determined.
4.5Members’ Updates
Lawrence McNaught updated the committee regarding coming events at the Registry
?
Theatre.
Len Carter noted that the committee must discuss the outcome of the World Religions
?
Conference Grant request at the April ACAC meeting.
ACTION: Staff to ensure World Religions Grant is on April ACAC Agenda.
Bill Poole drew the committee’s attention to the upcoming Technology in the Arts workshop
?
taking place May 9 & 10 at the University of Waterloo. Also note that Glen Murray, Urban
Strategist and former Mayor of Winnipeg, will be speaking at a free event in Brantford on
April 3, 2008 from 7:00-9:00.
5.0ADJOURNMENT/NEXT MEETING
A motion was made by Bill Poole, seconded by Lawrence McNaught, to adjourn the March

meeting. The next meeting will be held on Tuesday, April 15, 2008 in the Schmalz Room, 2
Floor, Kitchener City Hall, starting at 4:00 p.m.
