BACKGROUND: Transportation Planning has received a request from a local resident to review the existing on- street parking regulations on Griffin Avenue from Liberty Avenue to Melrose Avenue. At the present time, on-street parking is permitted on both sides of Griffin Avenue from Liberty Avenue to Melrose Avenue for a maximum period of three (3) consecutive hours, as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138. REPORT: Griffin Avenue is designated as a local roadway between Liberty Avenue and Melrose Avenue. The function of Griffin Avenue is to generally serve only the abutting properties. This request specifically cited the problems created by on-street parking during special events at the Kitchener Memorial Auditorium (KMAC), narrowing the effective roadway width and restricting driveway access, thereby compromising safe two-way traffic flow. This in turn jeopardizes pedestrian and traffic safety. In order to take a proactive approach to traffic safety and address concerns that are a direct result of vehicles parking on Griffin Avenue, Transportation Planning delivered questionnaires to the affected residents of Griffin Avenue on March 10, 2008 asking them for their preference regarding a proposal to establish "No Parking Anytime" on the west side (even number side) of Griffin Avenue from Liberty Avenue to Melrose Avenue. Questionnaires delivered: l6 In favour 9 (69% of responses) Opposed 4 (31 % of responses) TOTAL 13 (16 surveyed - 81.3% response As indicated above, of the thirteen (13) responding residents, nine (9) of thirteen (13), or 69%, are in favour of the proposal to prohibit on-street parking at anytime on the west side of Griffin Avenue from Liberty Avenue to Melrose Avenue. Transportation Planning has, on occasions in the past with large events at the KMAC, prohibited parking on one side of Griffin Avenue, along with other area local streets, on a temporary basis. Provision of this permanent regulation on Griffin Avenue will help to maintain safe traffic conditions. Therefore, in the interest of traffic safety and to address the desires of the local residents, Transportation Planning recommends that vehicles be prohibited from parking at anytime on the west side of Griffin Avenue from Liberty Avenue to Melrose Avenue and that the City of Kitchener Uniform Traffic By-law is amended accordingly. FINANCIAL IMPLICATIONS: The approximate cost for signing including installation, for the roadway is $500 and will be taken from the existing sign maintenance budget.
