KIWANIS PARK - HOT AIR BALLOON LAUNCHING
RECOMMENDATION:

REPORT:
In reference to Clause 3 of the Community Services Committee report arising from the April 21 ,
2008 meeting, with regard to the request from private hot air balloon companies to use Kiwanis
Park as a launching site, below is information regarding procedures enacted by other local
municipalities governing the launching of hot air balloons within their urban boundaries.

Comments
The City of Waterloo denied the last request from a private hot air
balloon company based on input from the City's insurance
provider. The City currently has no policy in place to deal with
these requests.
The City of Cambridge gave permission many years ago to hot air
balloonists to launch from City parks without any formal
agreements in place. They have not received any requests in the
last several years. The City currently has no policy in place to
deal with these requests.
The City of Guelph has never given permission to hot air
balloonists to launch from City facilities and, to the best of their
knowledge, has not received any requests to use City facilities for
this purpose. The City currently has no policy in place to deal with
these requests.

The City of London gives permission to hot air balloonists to
launch from Harris Park, situated within urban boundaries, for the
annual International Balloon Festival (8-10 balloons). Conditions
include: $400/day fee for use of park, $2 million insurance
certificate, 6:00 am and 6:00 pm launches only, $500 turf deposit,
invoiced for utilities used and staff time to take decibel readings
(fines for going over allowable decibels start at $500), balloonists
must receive clearance from local airport.

As a result of a recent request, the City of Barrie is currently
investigating giving permission to hot air balloonists to use two
locations (Sunnydale Park and Molson Centre - both within urban
boundaries) with the following conditions: copies of pilot licences,
$3 million certificate of insurance; City of Barrie business licence.
A decision has not yet been made regarding this use.
