RECOMMENDA TION
That Expression of Interest E08-016, Consultant Services - Class Environmental Assessment
and Preliminary Design for Victoria Park Lake Improvements, be awarded to CH2M Hill,
Kitchener at their estimated fee of $202,281., including a contingency of $17,590. and G.S.T.,
based on a satisfactory contract being negotiated and an upset fee being established, and further
that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City
Solicitor.
BACKGROUND
The Class Environmental Assessment and Preliminary Design for Victoria Park Lake
Improvements has been initiated to address sediment accumulation and water quality issues
which currently exist. Victoria Park Lake functions as a large stormwater management pond and
continues to accumulate sediment. Water quality in the lake continues to be a concern for park
visitors and area residents. Summer conditions are often unsightly and restrict the recreational
enjoyment of the lake and surrounding park areas. The project scope includes the generation and
evaluation of various alternatives to improve the overall condition and function of Victoria Park
Lake and its' upstream tributaries consistent with the Environmental Assessment Act. A
preliminary design of the selected alternative is also included in the scope of this project.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaInIng to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established consisting
of K. Mick, Design Engineer, D. Lupsa, Engineering Technologist, W. Sleeth, Landscape
Architect, and L. Gordon, Director of Purchasing.
Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and
on the internet through the Ontario Public Buyers Electronic Tendering Information System
relative to this project. Documents were picked up by ten (10) interested parties. By the closing
date of Friday February 22nd, 2008, seven (7) responses had been received. The Review
Committee met on Wednesday March 5th, 2008 to review the submissions. A shortlist of three
(3) Consultants was selected for further interviews.
The Review Committee met on Friday March 28th, 2008 to interview the shortlisted candidates.
The Committee elected to award the project to CH2M Hill, Kitchener.
