RECOMMENDA TION
That Expression of Interest E07-100, Consultant Services - Environmental Assessment Study,
Detailed Design and Contract Administration for the Improvements to Huron Road (Strasburg
Road to Fischer-Hallman Road), be awarded to MTE Consultants Inc., Kitchener at their
estimated fee of $444,576.83., including a contingency of $38,491.50 and G.S.T., based on a
satisfactory contract being negotiated and an upset fee being established, and further that the
Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND
The City of Kitchener is responsible for the management and rehabilitation of Huron Road.
Therefore, it must be ensured that the required improvements are completed in a timely and
efficient manner. Huron Road is a secondary arterial road generally consisting of two lanes with a
rural cross-section from Fischer-Hallman Road to Strasburg Road, carrying traffic between the east
and western portions of the City of Kitchener.
The City's 2004 Development Charge studies (Development Charges By-Law, 2004-156)
identified the needs for the improvements of the Huron Road from Strasburg Road to Fischer-
Hallman Road to accommodate developments within this area. In order to determine the
required improvements, the City has to complete a Class Environmental Assessment (EA) study
in accordance with Municipal Engineers Association document, October 2000, as amended in
2007. The City intends to undertake a Schedule "C" Class EA, Detailed Design and Contract
Administration for Huron Road from Strasburg Road to Fischer-Hallman Road.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaInIng to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established consisting
of B. Korah, Manager Development Engineering, K. Carmichael, Supervisor of Traffic and
Parking Transportation Services, and L. Gordon, Director of Purchasing.
Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and
on the internet through the Ontario Public Buyers Electronic Tendering Information System
relative to this project. Documents were picked up by nine (9) interested parties. By the closing
date of Thursday January 3rd, 2008, seven (7) responses had been received. The Review
Committee met on Wednesday January 23rd, 2008 to review the submissions. A shortlist of three
(3) Consultants was selected for further interviews.
The Review Committee met on Friday February 15th, 2008 to interview the shortlisted
candidates. The Committee elected to award the project to MTE Consultants Inc., Kitchener.
