RECOMMENDA TION
That Expression of Interest E08-008, Consultant Services - Capacity and Infrastructure Analysis
of Freeport Sanitary Sewer Pumping Station, be awarded to Earth Tech Canada Inc., Kitchener at
their estimated fee of $265,370.70, including a contingency of $22,976. and G.S.T., based on a
satisfactory contract being negotiated and an upset fee being established, and further that the
Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND
The City of Kitchener is responsible for operating and maintaining the sanitary sewer networks
and pumping stations within its' boundaries. Therefore, it must be ensured that the required
improvements are completed in a timely and efficient manner.
The Freeport SPS is located at 3563 King Street East, across from the Freeport Hospital, in the
Chicopee Community. It currently services about 252.23 ha of land within this area. The total
average inflow to the Freeport SPS is 217.3 lis with a peak flow of 705.5 lis.
The station was originally built in 1960 and has been upgraded four times. The upgrades occurred
in 1971, 1973, 1977 and 1986. The City is currently receiving development applications within the
Freeport SPS drainage area. City Staff identified that this pumping station needs further upgrades to
accommodate any future development. Therefore the City intends to undertake a Capacity
Analysis and a Class Environmental Assessment (EA) Study to upgrade the infrastructure and
pumping station.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional ServiceslConsultants, a Consultant's Review Committee was established consisting
of B. Korah, Manager Development Engineering, N. Gollan, Engineering Technologist, B.
Dubrick, Supervisor, Sewer and Storm Water Management, and L. Gordon, Director of
Purchasing.
Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and
the internet through the Ontario Public Buyers Electronic Tendering Information System relative
to this project. Documents were downloaded by six (6) interested parties. By the closing date of
Friday February 1 st, 2008, four (4) responses had been received. The Review Committee met on
Friday February 29th, 2008 to review the submissions. A shortlist of two (2) Consultants was
selected for further interviews.
The Review Committee met on Tuesday April 1 st, 2008 to interview the shortlisted candidates.
The Committee elected to award the project to Earth Tech Canada Inc., Kitchener.
