Program
RECOMMENDA TION
That tender T08-027, Duke/Ontario Streets Parking Garage - 2008 Rehabilitation Program, be
awarded to Albatech Building Restoration Inc., Richmond Hill, Ontario at their tendered price of
$941,115., including contingencies of $100,000. and G.S.T., and further that the Mayor and City
Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND
The Duke & Ontario Parking Garage was constructed in 1967 using a post tensioning tendon
system which provided the structural support for the garage. The tendons have started to reach
their life expectancy and must either be repaired or portions of the garage closed to parked
vehicles. Since this garage meets the parking needs of many surrounding businesses and
potentially additional developments in the area, it must be maintained.
The 2008 repairs will include the rehabilitation of parking levels P5 North, P5 South, P2 North
as well as beam strengthening work below the P2 South and PI North levels. The monitoring
programs proposed in 2009 and 2011 will confirm the extent of any further failure of the post
tensioning tendons and will form the recommendation for the timing of future repairs.
REPORT
Tenders were advertised publicly in The Record, The Daily Commercial News, on the City of
Kitchener website and the Internet through the Ontario Public Buyers Electronic Tendering
Information System. Twelve (12) potential bidders picked up tender documents, and by the
closing date of Thursday March 20th, 2008, five (5) tenders had been received.
The lowest bidder, SST Group, Mississauga, indicated that they would be completing the un-
bonded post tensioning installation with their own forces, yet did not provide any proof that they
are qualified to perform this very specialized component of the repair program and thus were
rejected.

The tenders were reviewed by J. Albert, Read Jones Christoffersen, Toronto, the City's
Consultants for this project and J. McBride, Director Transportation Planning, who concur with
the above recommendation.
