GENERAL PROVISION GRANT REQUEST - KITCHENER-
WATERLOO HUMANIST MOVEMENT
RECOMMENDATION:
That a general provision grant in the amount of $12,500 ($7,500 cash; $5,000 in kind) not
be approved to the Kitchener-Waterloo Humanist Movement to assist with expenses
related to hosting a City Hall Forum, a Non-Violence International Film Festival and a
Non-Violence Festival-Day in the Park event.
REPORT:
The Community Services Department has received a grant application from the Kitchener-
Waterloo Humanist Movement (KW HM). The Humanist Movement is "a group of volunteers,
connected around the world, working at building a world that is worthy of the human experience.
Since its origins in the late 1960's, the Humanist Movement has launched a number of projects
in response to that personal-social sentiment: build the world you want to live in."
The grant request from the KW HM, in the amount of $12,500 ($7,500 cash; $5,000 in kind), is
to assist with expenses in hosting the following three events:
Forums (Kitchener City Hall -October 2008)
This is the second forum for KW HM planned for October on the topics of choice which can
include environment, economy, health care, etc. Expected attendance is 40; attendance at the
first forum held in February 2008 was 25.
Non-Violence International Film Festival (Princess Cinema and Kitchener City Hall - September
12-20~ 2008)
This event began in 2007, with twenty-nine films showcased at the Princess Cinema in Waterloo
followed by open discussion. Special workshops and screenings were also held throughout the
eight day event. For the 2008 event, venues will be expanded to Kitchener. Expected
attendance is 600; attendance at last year's event was 400.

Non-Violence Festival - Day in the Park (Victoria Park - June 8~ 2008)
This is an annual event that began in 2005 in Waterloo Park, consisting of a concert showcasing
local artists and groups, food, vendors, arts and crafts and other displays. The 2008 event will
be held in Victoria Park. Expected attendance is 750; attendance at last year's event was 500.
Further details and proposed budgets for each of the events are provided in the attached grant
application.
The grant request was reviewed by the Arts and Culture Advisory Committee (ACAC) at their
April 15, 2008 meeting, who passed the following motion:
"The Arts and Culture Advisory Committee recommends that the Kitchener
Waterloo Humanist Movement receives a one-time only [cash] grant in the
amount of $2,500, and in-kind support in the amount of $5,000."
Further details regarding this recommendation are noted in the attached ACAC resolution.
Staff has reviewed the grant request and recommends that the grant not be approved since the
Kitchener-Waterloo Humanist Movement does not have formal, non profit status and therefore
their request does not meet the grant criteria.
Further, the events are open to residents from throughout the Region of Waterloo and beyond.
The grant applicant has indicated that the KW HM has not applied for funding from other local
municipalities.

Grant Application - Kitchener Waterloo Humanist Movement
Please be advised that the Arts and Culture Advisory Committee, at its regular meeting held
April 15, 2008, passed the following resolution as recorded in its minutes:
Motion: The Arts and Culture Advisory Committee recommends that the Kitchener
Waterloo Humanist Movement receives a one-time only grant in the amount of $2,500,
and in-kind support in the amount of $5,000.
The Committee notes that the Day in the Park is an important cultural event in the life of our
community, and that $1 ,000 should be directed to supporting this event. The remaining $1 ,500
of the grant should be directed to promoting the film festival.
