Report To: Development & Technical Services Committee Date of Meeting: Submitted By: John McBride, Director of Transportation Planning Prepared By: Stephanie Brasseur, Traffic Project Co-ordinator (741-2373} Ward(s) Involved: All Date of Report: May 12, 2008 Report No.: DTS- 08-094 Subject: HOMER WATSON BOULEVARD KW EXPRESSWAY STRUCTURE REPAIRS -NOISE EXEMPTION RECOMMENDATION: That the Ministry of Transportation and its contractor(s) be exempt from the provisions of Chapter 450 Noise of the City of Kitchener Municipal Code Article 6 Construction Work during the structure repairs on the KW Expressway overpass at Homer Watson Boulevard in the City of Kitchener. The request for the noise by-law exemption is only between the hours of 7:00 p.m. to 7:00 a.m. for the period of two consecutive weekends in May 2008. BACKGROUND: In order to complete the work and minimize traffic disruption for this project, weekend work must take place in order to complete the project in the time allotment. This exemption is requested in order to complete the work as required. This work is proposed for two weekends in the month of May 2008, to be selected by the Contractor in consideration of weather forecasts. The work is required to pre-empt an emergency situation which could require complete closure of the Expressway to travel at this location, causing serious traffic disruption. Traffic interference will be minimized by working at night when volumes are lower. SCOPE OF WORK: The work involves repairs to the deck surface of the westbound Homer Watson Boulevard overpass structure at the K-W Expressway. The work involves using a milling machine and minimal chipping off (with jackhammers} of the overlay from the deck surface, application of a waterproofing membrane and then installation of an asphalt pavement to resurface the entire bridge deck. The work will be conducted in two stages such that one lane of westbound traffic will be maintained while the other lane is under repair. TYPE OF NOISE: The majority of the noise will be created by removal of the deck overlay, which will require use of a milling machine, then scraping and/ or chipping off (with jackhammers} the unsound concrete to complete the removal. This work will be undertaken at the outset (first day} of each stage, to prepare for the much quieter waterproofing and paving operations to follow on the second-third days of each stage of the work. DURATION: It is planned to undertake this work on two consecutive weekends in May, 2008 when good weather conditions are forecast. The work for each stage will commence at 7:OOam on Saturday and continue until completion by 11:OOam on Monday so that 2 lanes of westbound traffic can be restored on the K-W Expressway. Stage 2 will commence on the following Saturday at 7:OOam (Weather permitting}, following the same procedure as in stage 1 so the 2 westbound lanes will be fully restored by 11:OOam of the second Monday of work. This work is proposed for the weekends of May 24`", 2008 and May 31, 2008 with a backup date (in case of unforeseen complications i.e. weather} of June 8`", 2008. The work is required to pre-empt an emergency situation which could require complete closure of the expressway to travel at this location, causing serious traffic disruption. We hope to minimize traffic interference by working at night when volumes are lower. TYPE OF NOISE: The majority of the noise will be created by removal of the overlay in the areas of delamination, which will require a sawcut around each area, then scraping and/or chipping off(with small jackhammers} the unsound concrete to complete the removal. This work will be undertaken at the outset (first day} of each stage, to prepare for the much quieter waterproofing and paving operations to follow on the second-third days of each stage of the work. Noise protocol will be followed, which covers administrative measures such as scheduling of noisy activities at times of least impact, selection of haulage routes to minimize close proximity to neighbours, and maintaining contact with residents. In order to expedite the construction and allow extended hours of work to take place for this project, thereby minimizing traffic impacts, we recommend that this request for a noise by-law exemption be granted. FINANCIAL IMPLICATIONS: None. COMMUNICATIONS: The Ministry of Transportation and its contractor will communicate the expectation of extended working hours to area residents and have been actively advising of any changes as they develop. CONCLUSION: In order to expedite the construction and allow extended hours of work to take place for this project, thereby minimizing traffic impacts on these arterial roadways, we recommend that this request for a noise by-law exemption be granted.
