CALL TO ORDER The Regular Board Meeting of the Kitchener Public Library Board was called to order at 6:30 p.m. on Wednesday, April 16, 2008, by 2nd Vice-Chair, Ms. Beth Esenbergs, at the Grand River Stanley Park Community Library. TRUSTEES PRESENT Mr. Brian Burnley, Ms. Beth Esenbergs, Councillor Kelly Galloway, Mr. Bruce MacNeil, Ms. Sue Morgan. Ms. Sonia Lewis, Secretary-Treasurer and Chief Executive Officer. STAFF PRESENT Ms. Lesa Balch, Ms. Sabina Franzen, Ms. Ann Wood, Ms. Gloria Grigas. RFC;RFT~ Mr. Dan Carli, Mr. Mike Farwell, Ms. Lynn Gazzola, Mr. Leszek Jankowski, Mr. Peter Sweeney, Councillor Berry Vrbanovic. SPECIAL GUESTS Ms. Chris Schnarr, Manager, Grand River Stanley Park Community Library. In the absence of Mr. Dan Carli and Mr. Mike Farwell, the 2nd Vice-Chair of the Library Board, Ms. Beth Esenbergs, chaired the meeting. 2. TOUR OF GRAND RIVER STANLEY PARK COMMUNITY LIBRARY Chris Schnarr welcomed the Library Board to the Grand River Stanley Park Community Library. Quick facts about the branch's number of cardholders, collection holdings and staf f size were highlighted during the presentation. A summary of the adult and children's programs, as well as special events, were also noted. Kitchener Public Library Board 2 April 16, 2008 In 1971, the Stanley Park Community Library was the first to open in the KPL system, located in the basement of the Sunnyside Home on Franklin Street. In May 1988 the branch relocated to a larger f acility within Christ Lutheran School, expanding again in May 1998 at that location. The current facility opened in May 2002 as the Grand River Stanley Park Community Library, a shared facility attached to the Grand River Collegiate Institute. The computer lab located in the library belongs to the Waterloo Region District School Board (WRDSB} f or use by the high school students at Grand River Collegiate Institute (GRCI) during the day and then made available f or use by the public in the evening. The joint venture with WRDSB has provided several student volunteer opportunities and some student work experience placements at the library. The GRCI Parent Council meets monthly in the library's large meeting room and library staff make presentations to some GRCI classes. During the tour, Chris Schnarr identif led the outdoor public art as well as the art sculptures currently on display from the senior GRCI art class. Ms. Beth Esenbergs thanked Chris Schnarr f or her informative presentation and tour. 3. AGENDA REVIEW Sonia Lewis requested that the discussion of "Orientation -Board Roles" under Report of the Chair be deferred. A motion to ratif y the agenda was deferred until the May Board meeting as the majority of members were not present to establish a quorum. The meeting continued as a Committee of the Whole. There were no pecuniary / conf lict of interest declarations. 4. MINUTES of the Board Meeting of March 19, 2008. Approval of the minutes was deferred to the next meeting. 5. BUSINESS ARISING None. BUSINESS REPORT OF OFFICERS (a) Report of the Chair U dates Sonia Lewis reminded the Board to send comments regarding changes to the Board's Self-Evaluation Questionnaire to Gloria by the end of April. Orientation -Board Roles Deferred. (b) Facilities Planning ~ Building Committee (~) Central Library Project Update The press conf erence hosted on Tuesday, April 15 was discussed. News at Noon announced the press release to start at 4:00 pm at the Main Library, CKCO TV provided news coverage at 6:00 pm of the inf ormation released at the press conf erence, and Waterloo Region Record provided front page coverage of the story the next day. Fifty people had responded to the survey by noon today. Sonia Lewis reminded the Board that volunteers were still needed to help promote the library at the Kitchener Farmer's Market on Saturday, May 3 between 7:00 am and 2:00 pm. The Board's recommendation for the central library project will be presented at Finance ~ Corporate Services on May 12. A request to consider library service for the Williamsburg area will be addressed at the upcoming Facilities Planning ~ Building Committee and brought f orward to the May Board meeting for discussion. Finance Committee March 2008 Financial Statements Sonia Lewis provided highlights of the March 2008 Financial Statements. Approval of the statements was deferred. (d) Public Service & Policy Committee Strategic Plan Update Ms. Beth Esenbergs thanked everyone for their participation at the Strategic Planning sessions. The Public Service ~ Policy Committee will meet on May 7 at 4:30 pm to review the draft plan f or presentation at the May Board meeting. (e) Report of the Secretary-Treasurer and CEO U dates One Book One Community Sonia Lewis reminded the group that the One Book Once Community launch has been scheduled to start at 10:00 am at the Kitchener Farmer's Market on Saturday, April 19. Photo Contest KPL and its sponsor, Waterloo Region Record, hosted the second annual photography contest and exhibition. During the month of April, the entries received from the community have been on display in the Concourse Gallery at the Main Library. On Tuesday, April 15, the winning photos and names of the grand prize winners were showcased in a full two-page article of the newspaper. Emails Messages sent to the Board in the past month included: April 16 -Feedback requested re: joint meeting with K-w Boards and strategic planning process April 14 -Talking points re: central library project April 11- Agenda f or April 15 media conf erence April 8 - Request f or volunteers to man KPL central library display at the Market May 3 April 2 -Funding announcement f rom the Ministry of Culture; $5 M for Knowledge Ontario and $15 M for SOLS April 1-Confirmation that May 5 Finance ~ Corporate Services Committee was rescheduled f or May 12 March 27 - a link to an online tutorial on advocacy. 7. PRESENTATIONS (a} Report of Councillors Councillor Kelly Galloway encouraged everyone to get involved in the ward boundary review. The City's website enables the public to view the options and submit a choice of which option is best for Kitchener. During the month of April there are 7 public open houses where the consultant will present the options, provide information and take questions and comments. The schedule of the public open houses is also available on the City's website. Councillors hope that the public input is significant. Final approval of the ward boundaries is scheduled f or November. City crews have started with the pothole repairs along with the collection of leaves from the roadways. 9.
