BACKGROUND: Council Policy 1-400 addresses Community Gardens and recognizes them as a community development activity with far reaching benefits. The policy outlines the conditions for the approval of new gardens and the type of support the City of Kitchener can offer. The policy provides for a contribution normally not to exceed $1 ,000 to assist with the start up of a community garden. Operating funding to cover the costs associated with community gardens was approved in the year 2008 operating budget. Report No: CSD-08-052 Paae 2 REPORT: Attached is a proposal from the Dirksen Court Garden Group. The neighbourhood residents wish to beautify the traffic island with a garden of flagstone, mulch, and sitting stones. The proposed landscaping will eliminate the turf area at this location and residents will construct plant and maintain the garden surface areas. Information has been distributed to the neighbourhood and there appears to be unanimous support by residents residing on the street for the garden project. Staff has met with the gardeners and is also in support of the project. FINANCIAL IMPLICATIONS: The $1 ,000.00 cost for startup consists of combined services in kind and cash grant. The Community Gardens operating budget for 2006 includes $13,766 which can support approximately 13 new garden initiatives as one-time expenditures. It is our hope to create a meeting place for the neighborhood community that is maintenance free and visually appealing. APPLICA nON FOR FUNDING 1. Dirksen Court Garden Group 2. Our intention is to beautify the centre island in our cul-de-sac. 3. See attached list of members. 4. 11 adult members / 5 gardeners 5. All residents have been contacted as of May 7,2008, and the group has agreed that Tanya Lotzman shall have signing authority with respect to any agreement between the City of Kitchener and the Dirksen Court Garden Group. The alternate contact is Paul Hicknell. 6. Please see attached Proposed Budget. 7. We intend to use the city portion of funds to strip away the existing "sod," and to help cover the costs of landscaping our island. 8. The remaining needed funds will be collected equally from the members of the garden group. 9. We acknowledge that the City of Kitchener owns the island cul-de-sac, and will maintain only the trees. The Dirksen Court Garden Group will maintain all other plantings in the island. 10.
