REPORT: The Community Services Department has received a general provision grant application from the African Women's Alliance in the amount of $5,000 to assist with expenses to host the Annual Afro Festival on July 26, 2008 in Waterloo Park. The Afro Festival is intended to promote African cultural heritage in the Region of Waterloo. It provides an opportunity to showcase and celebrate the African culture through dance, drumming, cuisine, music, art and craft. This is a free event, open to the general public. This year's objectives for the Alliance include continuing to promote African culture and heritage and expanding the festival to a larger audience. Last year's attendance was 3,500 and the organization is hoping to attract more than 5,000 visitors to the 2008 festival. The City of Waterloo has approved a grant of $3,000 for the festival. The organization has also applied to the Trillium Foundation for a grant of $7,000 and are waiting for results. Further details regarding the event are included in the attached application. The grant request was reviewed by the Arts and Culture Advisory Committee (ACAC) at their April 15, 2008 meeting, who passed the following motion: "The Arts and Culture Advisory Committee recommends that the African Women's Alliance receives a one-time only grant in the amount of $5,000." Report No. CSD-08-053 Page 2 Further details regarding this recommendation are noted in the attached ACAC resolution. Staff has reviewed the grant request and recommends that the grant be approved. Arts and culture support is a significant focus area for the City of Kitchener. This initiative is very much in line with general provision grant guidelines and is an area of municipal service responsibility. Staff concurs with ACAC's recommendation to provide support for this event, however recommends that an amount of $3,000 be awarded as approved by the City of Waterloo. FINANCIAL IMPLICATIONS: If approved, the grant amount will be funded through the general provision grant account. COMMUNICATIONS: The grant applicant has received a copy of this report. The Committee notes that the grant will enable the organization to hire a part-time event organizer for its Afro Festival, an important step forward in capacity-building for the organization and its prog ram.
