GENERAL PROVISION GRANT REQUEST - THE
WATERLOO REGIONAL CHILDREN'S MUSEUM
RECOMMENDATION:
That a general provision grant in the amount of $50,000 not be approved to the Waterloo
Regional Children's Museum for general operating expenses.
BACKGROUND:
At the September 24, 2007 Finance and Corporate Services Committee meeting, members of
Council considered a request from the Waterloo Regional Children's Museum for forgiveness of
all outstanding paper debts owed to the City by the Museum and to extend a one time grant of
$50,000 to support the development of major new programs and exhibits currently being
planned.
On October 1 , 2007, Council approved the following resolution:
"That the request of the Waterloo Regional Children's Museum for forgiveness of
an outstanding debt related to the project construction costs be approved in the
amount of $160,252.57 (elevator - $90,000 and construction - $70,252.57); and,
That $25,000 be allocated from the City's capital provision for the facility to
provide for construction of an additional washroom at 10 King Street West for use
by the Waterloo Regional Children's Museum; and further,
That the request of the Waterloo Regional Children's Museum for a one time
grant of $50,000 to support the development of major new programs/exhibits
currently being planned be deferred for future consideration in 2008, pending
results of the organization's 2007/2008 fundraising campaign."

REPORT:
The Community Services Department has received a general provision grant application from
the Waterloo Regional Children's Museum for $50,000 to assist with general operating
expenses, including:
· developing and providing school programs
· materials and guest leaders for public programs
· expansion of workshop opportunities
· volunteer recruitment and training
· upkeep of exhibits and rotation of exhibits
A copy of the grant application, as well as the organization's June 30, 2007 financial statement,
is attached for reference.
The grant request was reviewed by the Arts and Culture Advisory Committee (ACAC) at their
April 15, 2008 meeting, who passed the following motion:
"The Arts and Culture Advisory Committee recommends that the Waterloo
Regional Children's Museum approach Council directly with its request for
$50,000 in general programming funds. "
Further details regarding this recommendation are noted in the attached ACAC resolution.
Staff has reviewed the grant request and recommends that the grant not be approved since the
Waterloo Regional Children's Museum receives annual operating grant funding from the City.
The grant amount approved for 2008 is $101 ,242 (in kind) to support building maintenance,
parking subsidies and a designation to their capital replacement fund. The general provision
grant criteria states that "organizations having received a grant through the annual grant budget
process will not be eligible to apply for a general provision grant".
FINANCIAL IMPLICATIONS:
None.

Grant Application - Waterloo Regional Children's Museum
Please be advised that the Arts and Culture Advisory Committee, at its regular meeting held
April 15, 2008, passed the following resolution as recorded in its minutes:
Motion: The Arts and Culture Advisory Committee recommends that the Waterloo
Regional Children's Museum approach Council directly with its request for $50,000 in
general programming funds.
The Committee notes that future applications, dealing with requests for funds for specific
projects, could be processed through the City's Provisional Grants Program.
