GENERAL PROVISION GRANT REQUEST - KITCHENER-
WATERLOO YOUTH THEATRE
RECOMMENDATION:
That a general provision grant in the amount of $4,000 not be approved to the Kitchener-
Waterloo Youth Theatre.
REPORT:
The Community Services Department has received a general provision grant application from
the Kitchener-Waterloo Youth Theatre requesting a grant in the amount of $4,000 to use as
seed money for a new theatre initiative to provide the theatre with the marketing/promotion
means to facilitate the growth of its youth registration.
The Kitchener-Waterloo Youth Theatre is a new initiative "devoted to providing an opportunity
for youth to learn theatre arts while having fun participating in high-quality Shakespearean
drama". Details regarding the organization and their grant request are included in the attached
application.
The grant request was reviewed by the Arts and Culture Advisory Committee (ACAC) at their
April 15, 2008 meeting, who passed the following motion:
"The Arts and Culture Advisory Committee recommends that the new Kitchener-
Waterloo Youth Theatre receives a one-time only grant in the amount of $1,500
for promotion of the program and in-kind facility rental in the amount of $2,500. "
Further details regarding this recommendation are noted in the attached ACAC resolution.
Staff has reviewed the grant request and recommends that the grant not be approved since the
organization does not have incorporated, non profit status and therefore does not meet the
g rant criteria.

Further, the organization is providing services to residents in Kitchener, Waterloo and
Cambridge but has not applied to other municipalities for funding. The general provision grant
criteria states that "organizations that operate in more than one municipality must approach all
municipalities for funding".
A review of the organization's 2008-09 budget, copy attached, does not demonstrate a need for
financial assistance. The budget estimates a surplus of $11 ,450, without funding from the City of
Kitchener.

Grant Application - Kitchener Waterloo Youth Theatre
Please be advised that the Arts and Culture Advisory Committee, at its regular meeting held
April 15, 2008, passed the following resolution as recorded in its minutes:
Motion: The Arts and Culture Advisory Committee recommends that the new Kitchener
Waterloo Youth Theatre receives a one-time only grant in the amount of $1,500 for
promotion of the program and in-kind facility rental in the amount of $2,500.
The Committee notes that arts and culture experiences for youth are important to community
development. Projects such as Kitchener Waterloo Youth Theatre can help to build audiences
for live theatre.
