BACKGROUND: The Development and Technical Services Department is in receipt of Heritage Permit Application HPA 2008-V-008. The applicant is seeking Council's permission to demolish a shared double bay garage located on the properties municipally addressed 60 and 62 Heins Avenue. REPORT: The subject property is located on the east side of Heins Avenue in the Victoria Park Heritage Conservation District, and is subject to designation under Part V of the Ontario Heritage Act. The existing shared double bay garage is located west of the single family dwellings in the rear yard. The estimated date of construction is c. 1930. The existing shared double bay garage is a one storey frame structure with a gable roof. The structure is clad with insulbrick while the roof is covered with asphalt shingles. One 6-pane wood window exists on both the north and south elevation; a man door with no glazing is located on the south elevation; and two wood overhead garage doors are located on the east elevation. The existing garage is in poor condition. The applicant wishes to demolish the shared double bay garage. The demolition will facilitate the construction of a new garage on the adjacent property municipally addressed 62 Heins Avenue. The applicant proposes to construct a new garage in the future. The proposal for a new garage will be submitted under a separate Heritage Permit Application. The applicant has identified the following deficiencies with the existing shared garage to support the request for demolition: the existing building is structurally unsound creating safety concerns; the existing building is leaning; the existing building is supported by two temporary steel posts; the roof, including the singles, is deteriorated and rotten; the sill rests directly on the ground and is rotten; the two by fours are rotten; the building does not sit on the concrete floor (poured after original construction); the concrete floor is cracked; the existing garage doors do not function properly; and, the existing garage does not provide functional space. The Victoria Park Heritage Conservation District Plan aims to conserve and enhance the historic buildings in the area and ensure compatible development. The building style guidelines encourage outbuildings, such as garages, to be conserved. In particular, the guidelines encourage conservation of the original siding, front doors, roof brackets and decoration. Staff have determined that the shared garage at 60 and 62 Heins Avenue does not possess significant merit as an individual cultural heritage resource and given it's current poor condition it's demolition will not impair the integrity of the Victoria Park Heritage Conservation District. In reviewing the merits of the application, City staff note the following: • The existing shared garage is in relatively poor condition; • The existing shared garage does not possess significant merit as an individual cultural heritage resource; and • The demolition of the existing shared garage will not impair the integrity of the Victoria Park Heritage Conservation District. FINANCIAL IMPLICATIONS: None. CONCLUSION: The proposed demolition will not detract from the heritage character of the Victoria Park Heritage Conservation District. Accordingly, staff recommends approval of HPA 2008-V-008.
