RECOMMENDA TION
That Expression of Interest E08-045, Consultant Services - LEEDS Accredited Professional
Consultant - Consolidated Maintenance Facility, be awarded to Morrison Hershfield Limited,
Toronto at their estimated fee of $143,745., including G.S.T., based on a satisfactory contract
being negotiated and an upset fee being established, and further that the Mayor and City Clerk be
authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND
The LEED program requires the services of consultants to provide the City technical support to
implement the concept in the design and the execution of a project. The consultants conduct
design charrettes, computer model the building for energy consumption, co-ordinate the other
design professionals to ensure the design is fully integrated and commission the building and
file all the necessary paperwork to receive the accreditation.
The LEED consultant has been selected first so they can assist us in the selection of the other
design team members. This will ensure that the entire design team is more than just conversant
in the LEED concept.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaInIng to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established consisting
of L. Proulx, Director of Facilities Management, M. Petricevic, Manager Projects/Energy
Management, and L. Gordon, Director of Purchasing.
Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and
the internet through the Ontario Public Buyers Electronic Tendering Information System relative
to this project. Documents were picked up by sixteen (16) interested parties. By the closing date
of Tuesday April 22nd, 2008, four (4) responses had been received. The Review Committee met
on Wednesday May 7th, 2008 to review the submissions. Two consultants were selected for
interviews. The Review Committee met on Thursday May 22nd, 2008 to interview the shortlisted
candidates. The Committee elected to award the project to Morrison Hershfield Limited,
Toronto, Ontario.

* The project is currently under-funded by $2,185,811. At the November 19th, 2007 Finance
and Corporate Services Committee, it was resolved that staff deal with this deficit through the
