HomeMy WebLinkAboutCouncil - 2008-06-16 SSPECIAL COUNCIL MINUTES JUNE 16, 200$ CITY OF KITCHENER A special meeting of City Council was held at 12:24 p.m. this date, chaired by Acting Mayor J. Gazzola with all members present except Mayor C. Zehr. Notice of this special meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Mr. H. Gross, Director of Project Administration & Economic Investment, advised that an Express of Interest was issued for consultant services for the Human Resources integration related to the Consolidated Maintenance Facility. Mr. Gross explained that only one company submitted a response and the Evaluation Committee is recommending that The Osborne Group be awarded the contract. Staff advised that the human resource piece of the project was key to moving forward and there is a need to do so immediately. Moved by Councillor C. Weylie Seconded by Councillor B. Vrbanovic "That Expression of Interest E08-056, Consultant Services -Human Resource Integration - Consolidated Maintenance Facility, be awarded to The Osborne Group Toronto Inc., Toronto, Ontario at their quoted fee of $99,902.52, including disbursements of $7,823.60 and G.S.T., based on a satisfactory contract being negotiated and an upset fee being established; and further, That the Mayor and Clerk be authorized to execute an agreement satisfactory to the City Solicitor." Carried. Acting Mayor J. Gazzola advised that due to the schedule of meetings this date, the personal matter listed on the in-camera agenda was being withdrawn. Moved by Councillor G. Lorentz Seconded by Councillor J. Smola "That an in-camera meeting of City Council be held this date to consider three labour relations matters." Carried. The meeting then recessed at 12:28 p.m. and re-convened at 1:32 p.m., chaired by Acting Mayor J. Gazzola and with all members present except Mayor C. Zehr and Councillor B. Vrbanovic. Council considered Chief Administrator's Office report CAO-08-017 (D. Daly), dated June 16, 2008, regarding the terms and conditions contained in a Memorandum of Settlement with respect to the 2008-2011 Collective Agreement with CUPS Local 791. Moved by Councillor C. Weylie Seconded by Councillor G. Lorentz "That the terms and conditions contained in a Memorandum of Settlement dated June 5, 2008, in connection with the 2008-2011 Collective Agreement with C.U.P.E Local 791 Inside Clerical and Technical Employees, be approved; and further, That the Mayor and Clerk be authorized to execute any documentation arising there from." Carried. Council considered Chief Administrator's Office report CAO-08-108 (D. Daly), dated June 16, 2008, regarding salary and fringe benefit adjustments as well as pay structure adjustments to non-union and management employees, except General Managers and the Chief Administrative Officer, consistent with the CUPS Local 791 wage settlement. Local 791 wage settlement, salary and fringe benefit adjustments, as well as pay structure adjustments to the non-union and management employees, save and except General Managers and the CAO, for the period of 2008-2011, be approved." Carried. Moved by Councillor G. Lorentz Seconded by Councillor K. Galloway "That leave be given the Mover and Seconder to introduce a by-law to confirm all actions and proceedings of the Council and that the same be taken as read a first, second and third times, be finally passed and numbered 2008-118 by the Clerk." Carried. The meeting then recessed at 1:34 p.m. and re-convened at 3:40 p.m., chaired by Mayor C. Zehr with all members present. Mayor Zehr advised of an All-Council meeting being held at Regional offices for the Councils of the regional municipalities. Mayor Zehr explained that considering at least 50% of Kitchener's Council will be in attendance and the fact there is planned an in-camera meeting, a motion should be adopted to authorize the meetings. Moved by Councillor C. Weylie Seconded by Councillor B. Vrbanovic "That pursuant to Chapter 25 (Procedural By-law) of the Municipal Code the following item be added to the agenda of the special meeting of Council this date: • Authorization to hold a joint meeting of the municipal and regional councils of the Regional Municipality of Waterloo and to hold an in-camera meeting to consider a matter subject to solicitor-client privilege." Carried with the required 2l3 of members present. Moved by Councillor C. Weylie Seconded by Councillor B. Vrbanovic "That a special meeting of Council be held on June 18, 2008 commencing at 3:00 p.m. in the Regional Council Chamber, 150 Frederick Street, Kitchener, being a joint meeting under authority of Section 236 (2) of the Municipal Act, as amended, with the municipal and regional Councils of the Regional Municipality of Waterloo; and further, That an in-camera meeting of City Council be held on June 18, 2008 at approximately 3:00 p.m. in the Regional Council Chamber, to consider a matter subject to solicitor-client privilege."
