HomeMy WebLinkAboutFIN-08-088 - E08-057 - Consultant Services - Extension of Wabanaki Dr (Wilson Ave to Goodrich Dr) Report To: Mayor Carl Zehr and Members of Council Date of Meeting: 2008-06-23 Prepared By: Larry Gordon Date of Report 2008-06-17 Report No: FIN 08-088 Subject: E08-0S7 Consultant Services - Extension of Wabanaki Drive (from Wilson Avenue to Goodrich Drive) RECOMMENDA TION That Expression of Interest E08-0S7, Consultant Services - Extension of Wabanaki Drive, be awarded to The Walter Fedy Partnership, Kitchener at their estimated fee of $388,974.09, including a contingency of $33,677.41 and G.S.T., based on a satisfactory contract being negotiated and an upset fee being established, and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to the City Solicitor, upon receipt of the necessary funds from the developer, South Kitchener Holdings, who are providing front-end financing for this project to be repaid in development charge credits and/or cash payment. That the Mayor and City Clerk be authorized to execute a Development Charge Credit Agreement, satisfactory to the City Solicitor, with the developer, South Kitchener Holdings, in respect of South Kitchener Holdings' payment of the costs for detailed design, contract administration, inspection services and project administration for the extension of Wabanaki Drive from Wilson Avenue to Goodrich Drive, including project administration costs, on terms and conditions satisfactory to the City Solicitor. BACKGROUND The City of Kitchener is responsible for the management and construction of Wabanaki Drive and thus had completed an Environmental Study Report (ESR) for the Extension of Wabanaki Drive from Wilson Avenue to Fairway Road South in December 1999. The City of Kitchener completed the first phase of the construction of Wabanaki Drive extension from Goodrich Drive to Fairway Road South in November 2002 and is now looking to complete the second phase of construction from Wilson Avenue to Goodrich Drive. The project was identified in the 2004 Development Charge background study and is in the capital forecast for 2009. With the forthcoming development of the City's Consolidated Maintenance Facility and the 131 Goodrich Drive site, there is a need to proceed with the detailed design and tendering of the Wabanaki Drive extension for construction in early 2009. The Developer, South Kitchener Holdings, would like to proceed with the 131 Goodrich Drive site plan and so is prepared to front-end finance the detailed design and tendering for the Wabanaki Drive extension in order to expedite the site development. City Staff have verified that if the City undertakes the detailed design in 2008, we would be able to expedite the construction of the Wabanaki Drive extension to support the 131 Goodrich Drive development and opening of the Consolidated Maintenance Facility in June 2009. The City could start the construction in 2009 immediately after approval of the 2009 Capital Budget. Therefore, staff is recommending that the detailed design and contract administration for this project be awarded to the Walter Fedy Partnership in order to support the 131 Goodrich Drive development and the development of the Consolidated Maintenance Facility. REPORT In accordance with Chapter 170 of the Municipal Code pertaInIng to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of B. Korah, Manager, Development Engineering, S. Daniel, Engineering Technologist, and L. Gordon, Director of Purchasing. Expressions of interest were advertised in The Record, on the City of Kitchener Home Page and the internet through the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were downloaded by nine (9) interested parties. By the closing date of Tuesday May 27th, 2008, five (5) responses had been received. The Review Committee met on Thursday June 5th, 2008 to review the submissions. A shortlist of four (4) Consultants was selected for further interviews. The Review Committee met on Tuesday June 10th, 2008 to interview the shortlisted candidates. The Committee elected to award the project to The Walter Fedy Partnership, Kitchener.
