CITY-INTIATED "HOUSEKEEPING" AMENDMENTS -
STORAGE OF SNOWMOBILES
RECOMMENDATION:
That further to the Housekeeping changes ~ZC 071 91CQKISR} approved by Council on
December 10, 2001, and supplemental changes approved on February 4, 2008, that regulations
concerning snowmobiles, be a roved in the form shown in the "Proposed By-law", dated
May 22, 2008, attached to Report DTS 08-085, without conditions.
BACKGROUND:
The City of Kitchener Zoning By-law 85-~ was amended in December 2001 to address
"housekeeping" improvements or clarifications and further amended in February 2008 in regards,
to utility trailers in residential zones. In February, it was determined that further review was
required for the regulation concerning Major Recreational Equipment in residential zones,
specifically snowmobiles. After further review with Enforcement officers, staff has updated the
proposed regulations as attached.
REPORT:
City Enforcement staff receive complaints regarding the storage of snowmobiles, and trailers to
transport snowmobiles, being located on front lawns and side yards abutting streets on
residential properties.
The current Zoning By-law does contain restrictions on the parking or storage of major
recreational equipment, but the regulations were originally written with the assumption that the
equipment would be for summer use, such as camping and boat trailers. The existing
regulations currently prohibit the storing and parking of all major recreational equipment in
residential driveways during the fall and winter months. This amendment recognizes that the
owners of snowmobiles and any associated trailers may wish to store or park them on their
property during the winter months when they are being used regularly for recreational activity.
Consequently, this revision also prohibits the stor~nglparking of snowmobiles in driveways
during the summer months.

Notice of the public meeting that was held by Committee of Council dealing with Development
and Technical Services matters June 16t", 2008, will be advertised in The KW Record on May
23, 2008, concerning the Housekeeping By-law.

The City of Kitchener is proposing a "housekeeping" or minor revision to the existing
Zoning By-law 85-1. This revision is the result of further review of Housekeeping changes
approved by Council February 2008 and it improves and clarifies regulations for the storage
of snowmobiles or other similar winter-season recreational equipment (major recreational
equipment) in residential zones.
The public meeting will be held at the meeting of the DEVELOPMENT AND
TECHNICAL SERVICES COMMITTEE, A COMMITTEE OF .COUNCIL
DEALING WITH PLANNING MATTERS on MONDAY, JUNE lb, 2008, AT 7:00
P.M. IN COUNCIL CHAMBERS, 2ND FLOOR, CITY HALL, 200 KING STREET
WEST, KITCHENER.
Any persons may attend the public Meeting and make written andlor verbal representation
either in support of or in opposition to the Zone Change Application. If a person or public
body does not make ' oral submissions at this public meeting or make written
submissions to the City prior to the approval of the Zone Change, the Ontario
Municipal Board may dismiss future appeals.
ADDITIONAL INFORMATION relating to the Proposed Zoning By-law is available for
inspection between $:30 a.m. and 5:00 p.m. at the Development and Technical Services
Department, 6th Floor, City Hall, 20Q King Street west, Kitchener.

(Being a by-law to amend By-law 85-1, as amended, known as the
Zoning By-law for the City of Kitchener -- City of Kitchener
Housekeeping Amendment)
WHEREAS it is deemed expedient to amend By-law 85-1, as amended;
NOW THEREFORE the Council of The Corporation of the City of Kitchener enacts as
follows:
1. Section 6.4 of By-law 85-1 is hereby amended by adding the following new subsection
immediately after Section 6.4 d):
"e) Notwithstanding clauses b) and c} above, snowmobiles or other similar winter-season
recreational equipment and portable structures for transporting such equipment shall
not be stored or parked on a driveway between May 1 St and October 31St, but may be
stored or parked on a driveway wholly inside the lot line between November 1St and
April 30t~ provided that such equipment shall not obstruct the visibility of vehicular or
pedestrian traffic movement within a street or lane."
