3.0Arts and Culture Advisory Committee (ACAC) Report on Market Options
A draft position paper summarizing ACAC members’ comments regarding the City’s three options
for Your Kitchener Market was discussed.
The following items were noted:
The market is part of Kitchener’s culture, so it is appropriate for ACAC to comment its
?
future
ACAC’s position paper must be ready for inclusion in Report to Council on June 16, 2008
?
ACAC favours option 1, but will discuss all three options in its paper
?
Option 1 Comments
Extending market’s hours of operation should be considered, especially if City wishes to
?
promote downtown live/work arrangements
Street-front public art representing what goes on inside the market building and connecting
?
the current building to the market’s history should be considered in future market
rebranding efforts
Option 2 Comments
Current market building has limitations as an Arts and Culture Centre
?
Capital improvements made to accommodate arts and culture uses would become obsolete if
?
this is only a short term solution
Other venues for Arts and Culture Centre are preferable
?
An expanded Artist-in-Residence space at street-level at City Hall or nearby storefront is
?
preferable to option 2

ACTION: Staff to incorporate comments into draft position paper, circulate, and create final
version for inclusion in June 16 Report to Council
4.0Grants Subcommittee Report
Grants Subcommittee considered two grant requests on Wednesday, May 14, 2008; one grant
application (K-W Hip Hop Expo) was withdrawn prior to meeting.
Jobal Arrozales Foundation:
On a motion made by Len Carter, seconded by Jamie Vasey:
“The Arts and Culture Advisory Committee does not support the Cultural Jobal
Arrozales Foundation’s grant request for its 2008 literary contest.”

Discussion: The group is requesting a grant to issue a grantAs per the grant application, most
.
participants (85%) are from TorontoThe group has not allocated money for advertizing or
.
marketing its event in its budgetThere is no projected revenue stream indicated in this group’s
budget.
MOTION CARRIED
Flush Ink Performing Arts:
On a motion made by Len Carter, seconded by Jamie Vasey:
that the City support Flush Ink
“The Arts and Culture Advisory Committee recommends
Performing Arts’ innovative Unhinged Festival of site specific theatre in some
form/way.”
Discussion: Despite that this group is already receiving $6,000 in funding from the City, ACAC’s
recommendation is based on the event’s artistic value, cultural merit, ability to develop live theatre
audiences, and ability to support downtown Kitchener objectives.

5.0Council Report
The Economic Development Investment Fund is $110 million dollars. $32.5 of it has been

allotted in the capital forecast and will be used for the library project; parking garage will
be considered separately
Our World Festival of Music grant request was withdrawn; will be funded internally

Humanist Movement Grant request was turned down by Community Services Committee; will
?
be considered by Council this evening
6.0Public Art Policy Review
Committee viewed a presentation giving an overview of Kitchener’s public art program
?
The Planning Partnership has been hired to undertake the Public Art Policy and Program
?
Review
ACAC members are stakeholders in the review process; will be called to participate in
?
visioning process
Review will consider public art funding mechanism
?

The Gathering Tree (public art installation by Ron Baird), was not installed at the Auditorium

in time for the Memorial Cup. Installation scheduled for mid-June.
The joint meeting of regional Advisory Committees is tentatively scheduled for June 2008.

The Municipal Cultural Planning Partnership hopes to encourage municipalities to consider
?
culture as they undertake reviews of their official plans.
ACTION: Cheryl York to research when City of Kitchener Official Plan will be reviewed and
report to Bill Poole
ACTION: Bill Poole to forward City of Waterloo’s Advisory Committee on Culture’s Terms of
Reference to Cheryl York when complete
