HomeMy WebLinkAboutCouncil Minutes - 2003-01-06 SSPECIAL COUNCIL MINUTES JANUARY 6, 2003 CITY OF KITCHENER A special meeting of City Council was held at 5:25 p.m. this date, Chaired by Mayor C. Zehr with all members present except Councillor G. Lorentz. Notice of this special meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Council considered a recommendation arising from the Finance & Corporation Services Committee meeting held this date regarding notice requirements under the Municipal Act, 2001. Moved by Councillor B. Vrbanovic Seconded by Councillor M. Galloway "That pursuant to Section 251 of the Municipal Act, 2001, as amended, staff prepare a draft by- law for consideration at the Finance & Corporate Services Committee meeting of February 3, 2003 in regard to the giving of reasonable notice under the provisions of the Act; and further, That in the intervening period any notice required under the Act, and where the form of notice is at the discretion of the municipality, it shall be given by newspaper advertisement, public agenda, Corporate website, or any other means deemed appropriate by the General Manager of the operating department responsible for the process to which the notice requirement relates, in consultation with the City Solicitor or designate." Carried. Mayor C. Zehr noted that the item listed on the special Council agenda with respect to a recommendation from the Finance & Corporate Services Committee meeting held earlier this date regarding the request from the Association of Municipalities of Ontario for a contribution to their Bill 210 Fund, was deferred and referred by the Committee to the January 13, 2003 regular Council meeting. Council was advised of an additional personal matter for in-camera discussion this date. Moved by Councillor B. Vrbanovic Seconded by Councillor C. Weylie "That an in-camera meeting of City Council be held immediately following this special meeting to consider a land acquisition matter, five personal matters and two matters subject to solicitor- client privilege." Carried. Moved by Councillor J. Smola Seconded by Councillor J. Gazzola "That leave be given the Mover and Seconder to introduce the following by-laws for three readings and that the same be taken as read a first, second and third times, be finally passed and numbered serially by the Clerk. (a) Being a by-law to amend Chapter 101 of the City of Kitchener Municipal Code respecting the Appointment of Staff. (By-law No. 2003-1) (b) To confirm all actions and proceedings of the Council.
