Subject: E08-032 -Consultant Services -Walter Bean Grand River Trail and
Pedestrian Bridge Crossing
RECOMMENDATION
That Expression of Interest E08-032, Consultant Services -Walter Bean Grand River Trail and
Pedestrian Bridge Crossing, be awarded to R.J. Burnside & Associates Limited, Guelph, Ontario
at their estimated fee of $264,804.75, including contingencies & disbursements of $40,895. and
G.S.T., based on a satisfactory contract being negotiated and an upset fee being established,
and further that the Mayor and City Clerk be authorized to execute an agreement satisfactory to
the City Solicitor.
BACKGROUND
On September 19th, 2005, Kitchener City Council directed the Community Services Department
to proceed with the detailed design of a pedestrian bridge crossing of the Grand River as part of
the Walter Bean Grand River Trail as follows:
"That the Community Services Department proceed with detailed design of the Walter Bean
Grand River Trail Pedestrian Bridge over the Grand River at the location confirmed through the
completed Environmental Assessment for this project; and,
That Community Services staff proceed with detailed design of the proposed trail which
connects the proposed pedestrian bridge to the existing Walter Bean Grand River Trail,
including a Trail Management Plan as required within the Environmental Assessment; and
further,
That the Community Services Department present the proposed bridge and trail design for
consideration to a future meeting of the Community Services Committee."
And also:
That one member of the Lower Doon Neighbourhood Association be allowed to participate in
the detailed design phase for the Walter Bean Grand River Community Trail pedestrian bridge
crossing of the Grand River.
Community Services staff subsequently prepared a Terms of Reference for the detailed design
of the bridge and trail in consultation with Engineering and Purchasing staff. Expression of
Interest E08-032 embodied these details and a process of soliciting interest from consulting
teams was initiated by the Purchasing Division.
Public Process
This project has been the subject of considerable interest to the public and there have been
several discussions at meetings of both the Community Services Committee and City Council.
The Environmental Assessment process and the Addendum to the Environmental Assessment
involved extensive public consultation and public review and culminated in the confirmation by
Kitchener City Council of the bridge location as recommended in the Environmental Assessment
and the decision to proceed to detailed design of the bridge and the trails.
A design team has been assembled to guide the consultants through the detailed design stage
of this project. The design team includes representatives from the Grand River Conservation
Authority, Ontario Ministry of Natural Resources, City of Kitchener staff from the Engineering
and Operations Divisions, Heritage and Environmental Planning staff and a public
representative from the Lower Doon Neighbourhood Association. The design team will work
closely with the recommended consultant, R.J. Burnside & Associates Limited, throughout the
detailed design and construction phases of the project.
Bridge and Trail Design
The consultant will be responsible for the preparation of a bridge design and trail management
plan which meets with the technical, environmental and budgetary requirements of the project.
The proposed bridge design and trail plan will be presented to the Community Services
Committee and City Council for public review and approval prior to the preparation of
construction drawings and tender documents. Cost estimates will also be presented at that
time.
Walter Bean Grand River Trail
The proposed pedestrian bridge will provide an important link in the completion of the Walter
Bean Grand River Trail as envisioned in the trail master plan endorsed by Kitchener City
Council in 1999. The pedestrian bridge will provide a continuous riverside trail linking the major
public open spaces along the river in south Kitchener. The connecting trail through Doon Valley
Golf Course will lead to the highway 401 pedestrian overpass and the continuation of the trail in
the City of Cambridge.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established
consisting of S. Allen, Manager, Engineering Design and Approvals, T. O'Brien, Landscape
Architect, W. Sleeth, Landscape Architect, G. Hastings, Manager, Golf Courses, and L. Gordon,
Director of Purchasing.
Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and
the Internet through the Ontario Public Buyers Electronic Tendering Information System relative
to this project. Documents were downloaded by nine (9) interested parties. By the closing date
of Monday April 7t", 2008, seven (7) responses had been received. The Review Committee met
on Monday April 21St, 2008 to review the submissions. A shortlist of three (3) Consultants was
selected for further interviews.
The Review Committee met on Tuesday May 13th, 2008 to interview the shortlisted candidates.
The Committee elected to award the project to R.J. Burnside & Associates Limited, Guelph,
Ontario.
