Subject: E08-059 -Consultant Services -Road Reconstruction -Dixon Street and
Plymouth Road
RECOMMENDATION
That Expression of Interest E08-059, Consultant Services -Road Reconstruction -Dixon Street
and Plymouth Road, be awarded to The Walter Fedy Partnership, Kitchener at their estimated
fee of $475,617.45, including a contingency of $41,179. and G.S.T., based on a satisfactory
contract being negotiated and an upset fee being established, and further that the Mayor and
City Clerk be authorized to execute an agreement satisfactory to the City Solicitor.
BACKGROUND
The project involves the replacement of all roadway and underground services on Dixon Street
from Garwood Crescent to Eckert Street, and along Plymouth Road from Dixon Street to Doon
Road. The project is to replace deteriorated infrastructure that has reached the end of its'
service life. It is expected that the construction component will begin in spring 2009 and be
phased over the 2009, 2010 construction seasons, utilizing one construction tender.
REPORT
In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of
Professional Services/Consultants, a Consultant's Review Committee was established
consisting of S. Allen, Manager, Engineering Design and Approvals, J. Oakley, Manager,
Engineering Construction, K. Mick, Design Engineer, and L. Gordon, Director of Purchasing.
Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and
the Internet through the Ontario Public Buyers Electronic Tendering Information System relative
to this project. Documents were downloaded by four (4) interested parties. By the closing date
of Thursday June 26t", 2008, three (3) responses had been received. The Review Committee
elected to interview all three Consultants. One of the selected firms declined to be interviewed
indicating that current City work required careful and significant attention at this time.
The Review Committee met on Thursday July 31St, 2008 to interview the remaining two
candidates. The Committee elected to award the project to The Walter Fedy Partnership,
Kitchener.
