HomeMy WebLinkAboutDTS-08-133 - Bikeway Study Update Amendment ) Report To: Date of Meeting: Submitted By: Prepared By: Ward(s) Involved: Date of Report: Report No.: Subject: Council August 18, 2008 Rob Browning Ronald Schirm All August 18, 2008 DTS 08-133 BIKEWAY STUDY UPDATE AMENDMENT RECOMMENDATIONS: That the recommendation in DTS Report number 08-127, Bikeway Study Update, being presented at Council on Monday August 18, 2008 be amended as follows: That the commitment of the City's 500/0 share of the proposed project budget to update the 1998 Bikeway Study be approved, subject to final confirmation by the Province, as required by the Ontario TDM Municipal Grant Program. REPORT: With respect to DTS Report 08-127, in further discussions it was felt that the original recommendation is not accurate in describing the requirement as indicated in the Ontario TDM Municipal Grant Program application. The purpose of this amended Report is to clarify that the letter of commitment by the City of Kitchener to the Ontario TDM Grant Program binds the City to its share 500/0 of the project, subject to confirmation by the Ontario TDM Grant Program. The City's share, which is $45,000, will be accommodated in either the Capital Contingency Fund, or in the 2009 Capital Forecast. If the City is not successful in its application, it is no longer bound to the Project. FINANCIAL IMPLICATIONS: An overall budget of $90,000 is required for the completion of this project. This includes the costs of the consultant, the tender process, costs associated with the public meetings, advertising and the printing of the final document. A letter that commits the City to its share of the Project must be included with the application for the City of Kitchener to qualify for the Ontario TDM Municipal Grant Program. The City's portion of $45,000 will be included in either the 2009 Capital forecast or the Capital Contingency Fund, with the condition that we are successful in receiving funds from the Program. CONCLUSION: The Bikeway Study Update will be a catalyst in promoting cycling in the City through enhanced direction and where appropriate, confirm existing policies/programs, in order to double the modal share of cycling as a percentage of trips by all modes from 1 % to 20/0 by 2016 through the promotion, design, funding and strategic implementation of adequate cycling facilities in the City.
