BACKGROUND: Transportation Planning has received a request to review the existing on-street parking regulations on Breithaupt Street. At the present time, on-street parking is permitted on most sections of the west side of Breithaupt Street for a maximum period of two (2) consecutive hours from 6:00 a.m. to 12:00 Midnight, Monday to Saturday as outlined in the City of Kitchener Uniform Traffic By-law No. 2007- 138. Parking at all other times is limited to three (3) consecutive hours. Currently, on-street parking is prohibited at anytime on the west side of Breithaupt Street from Waterloo Street to a point 44 metres north of Waterloo Street, and at anytime along the east side of Breithaupt Street from Waterloo Street to Duke Street West. REPORT: This request asked that on-street parking be prohibited on a small portion of Breithaupt Street, as transport trucks and other large delivery vehicles were experiencing problems while attempting to back safely into the loading docks of the factory located at 283 Duke Street West due to parked vehicles on the west side of Breithaupt Street. After a review of the roadway, Transportation Planning has found that when on-street parking occurs on the west side of Breithaupt Street, transport trucks and other large delivery vehicles do experience problems safely backing into the loading dock at 283 Duke Street West, therefore creating an operational safety concern. In the interest of traffic safety, Transportation Planning is recommending that the length of the no parking anytime zone on the west side of Breithaupt Street be extended from a point 44 metres north of Waterloo Street to a point 50 metres north of Waterloo Street. This will allow trucks to safely negotiate the turn while backing into 283 Duke Street West, and should reduce the amount of time that the trucks spend blocking the roadway while attempting these manoeuvres. The residents in the area were notified in writing of this proposed parking revision and no objections were raised. This recommended revision will result in a loss of approximately one (1) on-street parking space. Transportation Planning does feel, however, that parking usage in this area can still be adequately accommodated. FINANCIAL IMPLICATIONS: The approximate cost for signing the roadway is $200 including installation, and will be taken from the existing sign maintenance budget.
