Korah, P.Eng., Manager of Development Engineering Ward(s~ Involved: Ward 4 Date of Report: July 28, 2008 Report No.: DTS-08-117 Subject: Schedule `B' Class Environmental Assessment for Plains Road Closure from Huron Road southwesterly to the limit of proposed subdivision 30T-07205 RECOMMENDATION: That staff be directed to initiate the Schedule "B" Class Environmental Assessment for the Plains Road closure from Huron Road to the limit of proposed subdivision 30T-07205 due to the proposed development plans for this area; -and - That Council retain MTE Consultants Inc. as the City's Engineering Consultant to undertake a Schedule `B' Class Environmental Assessment for the closure of Plains Road in accordance with the Municipal Code, Chapter 170, Section 170.6.2, Fees of less than $20,000; -and - That the Mayor and Clerk be authorized to execute an Engineering Agreement for the provision of professional engineering services between the City of Kitchener and MTE Consultants Inc. at a total cost of $19,987.07 including applicable taxes for completion of the Plains Road Closure from Huron Road to the limit of proposed subdivision 30T- 07205, as a Schedule `B' Class Environmental Assessment project upon receipt of the necessary funds from Becker Estates Incorporated who are providing financing for this project. REPORT: The City of Kitchener has received a proposed Draft Plan of Subdivision for Becker Estates (30T-07205, see attached) located on the southeast corner of Fischer Hallman Road and Huron Road. Plains Road currently bisects the proposed plan of subdivision, however the design and layout of the plan anticipates that Plains Rd will be closed. Plains Road is an existing City road that bisects the Becker Estates property diagonally from northeast to southwest. Plains Road has a rural cross-section that is in relatively poor condition and presents significant topographic challenges for vehicular travel. Currently, it is used as a by-pass or shortcut between Fischer-Hallman Road and Huron Road, and intersections of Plains Road with arterial roads are at non-standard angles. Further, it is difficult to bring any services through the existing Plans Road to service the surrounding lands due to the current topography. The portion of Plains Road proposed to be closed is located within the boundaries of the attached proposed Draft Plan of Subdivision. Plains Road southwest of Fischer Hallman Road is not subject of this Environmental Assessment and will remain open as is for the time being. It is anticipated that a short section of Plains Road extending northeast from Fischer Hallman Road to the limits of the Plan of Subdivision will remain open, however consideration will need to be given, through the EA process, to how the road is terminated and how to provide appropriate access to the existing residences. The developer, Becker Estates Inc., in cooperation with City staff have reviewed various options for the inclusion/ modification and/or closure of Plains road as part of the review of the proposed Plan of Subdivision. Based on neighbourhood design principles and best practices in road and transportation network planning, staff generally support the proposed layout of the draft plan. It should be noted however, that as of the date of this report departmental and agency comments have not been finalized for the subdivision application. Through the EA process and the finalization of conditions of Draft Approval staff will be able to consider all details associated with the closure of the road. The City has received a request from Becker Estates Inc. (as the developer of land surrounding the portion of Plains Road that is proposed to be closed) to retain MTE Consultants Inc. as our engineering consultant to undertake the aforementioned Class EA. MTE Consultants Inc has completed a considerable amount of preliminary design in the area including the Becker Estate subdivision and is familiar with the details of the road. FINANCIAL IMPLICATIONS: No financial implications to the City. The Developer agreed to provide necessary funds to complete this project. CONCLUSION: In order to guide growth within the limits of this development area, it is necessary to initiate this Class EA at this time. Furthermore, this EA must be completed prior to consideration of Draft Approval of the proposed Plan of Subdivision. Therefore staff recommend that a Schedule B Class EA be initiated for the Plains Road Closure from Huron Road to the limits of proposed subdivision 30T-07205. K. Grant Murphy, P. Eng.
