Subject: 2008 MUNICIPAL ROAD AND BRIDGE INFRASTRUCTURE
INVESTMENT
RECOMMENDATION:
1. That the Roads and Bridges Infrastructure Grant of $2,699,936.00 received by the City
of Kitchener from the Province of Ontario on July 7th, 2008 be allocated to the following
infrastructure remediation programs in the respective amounts:
Accelerated Infrastructure Replacement Program - $1,275,000
Road Resurfacing Program - $ 750,000
Sidewalk Repair Program - $ 250,000
Bridge Repair Program - $ 250,000
Road Microsealing Program - $ 99,936
Franklin Avenue Sewer Repair and Road Rehabilitation - $ 75,000
and
2. That Purchase Order # 0800616 assigned to Steed and Evans related to the Road
Resurfacing Program be extended from $3,691, 667.17 by $637,500 for a total of
$4,329,167.17;
and
3. That Purchase Order # 0800616 assigned to Sousa Concrete related to the Sidewalk
Repair Program be extended from $629,771.63 by $212,500 for a total of $842,271.63.
BACKGROUND:
On July 7t", 2008 the City of Kitchener received a grant from the Province of Ontario of
$2,699,936.00 to be used towards improvements of municipal infrastructure related to roads
and bridges. Engineering Services has identified six infrastructure remediation programs that
are currently ongoing, or will commence shortly, that would benefit for the receipt of immediate
additional funding for use in the current and following construction seasons. This additional
funding would allow for (1 } the Accelerated Infrastructure Replacement Program to advance
planned reconstruction project work sooner than what existing budgets would otherwise allow
for, by contributing to a reduction in the Capital From Current (C.C.) funding shortfall that
currently exists in the program, and ~2} allow infrastructure rehabilitation programs to take on
additional work and advance their individual schedules for infrastructure remediation. This will
result in more city infrastructure being remediated in a shorter time frame than what existing
budgets for these programs currently allow for, and directly contribute to the reduction of the
City's existing "infrastructure deficit".
The following infrastructure remediation programs proposed to receive grant funding and
proposed allocation is as follows:
Accelerated Infrastructure Program - $1,275,000
Road Resurfacing Program - $ 750,000
Sidewalk Repair Program - $ 250,000
Bridge Repair Program - $ 250,000
Road Microsealing Program - $ 99,936
Franklin Avenue Sewer Repair and Road Rehabilitation - $ 75,000
Total - $2,699,936
The purchase orders of the Road Resurfacing Program and the Sidewalk Repair Program will
require extensions, as these programs have been underway for several months. It is requested
that the purchase orders these programs be adjusted as follows:
Road Resurfacing Program -Purchase Order # 0800616 assigned to Steed and Evans
related to the Road Resurfacing Program be extended from $3,691,667.17 by $637,500
($750,000 less 15% administration} for a total of $4,329,167.17, excluding G.S.T. This will
provide for an additional approximate 2,550 m of road resurfacing in this construction season.
Sidewalk Repair Program -Purchase Order # 0800616 assigned to Sousa Concrete related to
the Sidewalk Repair Program be extended from $629,771.63 by $212,500 x$250,000 less 15%
administration} for a total of $842,271.63, excluding G.S.T. This will provide for an additional
approximate 1,770m of sidewalk repairs in this construction season.
FINANCIAL IMPLICATIONS:
This funding allows the City to perform additional infrastructure work within the near-term time
frame without additional costs being incurred by the city.
COMMUNICATIONS:
All reporting requirements from the Province regarding a record of work completed using
funding from this grant will be complied with.
CONCLUSION:
This grant funding will allow the city to accelerate its infrastructure rehabilitation programs,
resulting in additional infrastructure remediation work being accomplished in a shorter time
frame than originally planned, without additional costs being incurred by the city.
