HomeMy WebLinkAboutDTS-08-135 - Heritage Permit App - 2008-IV-014, 70 King St EREPORT Report To: Heritage Kitchener Date of Meeting: September 2, 2008 Submitted By: Leon Bensason, Coordinator Cultural Heritage Planning X741-2306) Prepared By: Michelle Wade, Heritage Planner (741-2839) Ward(s~ Involved: Ward 1 Date of Report: August 21, 2008 Report No.: DTS-08-135 Subject: HERITAGE PERMIT APPLICATION 2008-IV-014 70 KING STREET EAST PROPOSED ALTERATIONS: NEW ENTRANCE ON FREDERICK STREET RECOMMENDATION: That pursuant to Section 33 of the Ontario Heritage Act, Heritage Permit Application HPA 2008-IV-014 be approved, to permit the construction of a new entrance on the Frederick Street Elevation at 70 King Street East, in accordance with the plans submitted with the application, subject to the final building permit drawings be reviewed and heritage clearance issued by heritage planning staff prior to issuance of a building permit. BACKGROUND: The Development and Technical Services Department is in receipt of Heritage Permit Application HPA 2008- IV-014. The applicant is seeking Council's permission to construct a new entrance on the Frederick Street elevation of the property municipally addressed 70 King Street East. REPORT: The subject property is located on the north side of King Street East and the west side of Frederick Street in the City Commercial Core planning community, and is subject to designation under Part IV of the Ontario Heritage Act. The applicant wishes to construct a new entrance on the Frederick Street elevation. The new entrance will be one storey in height so as not to impact the series of uninterrupted tapering metal ailerons (or metal fins) which wrap around both the Frederick and King Street elevations. The new entrance opening will be angled to match the entrances located on the King Street elevation. The doors and windows of the new entrance will be aluminum painted to match the existing doors and window mullions. The bulkhead above the new entrance will project approximately 2 feet 2 inches. The face of the bulkhead will be clad with stucco painted to match the existing limestone facade while the bulkhead moulding will be clad with stucco painted to match the existing doors and window mullions. The applicant is proposing the introduction of projecting signs on both the Frederick and King Street elevation. A separate Heritage Permit will be submitted at a later date for consideration of the projecting signs. No other alterations are proposed to the exterior elevations of the building. City staff acknowledge the architectural importance of this building; however, staff are also cognizant of the importance of adaptive re-use in assisting the long term conservation of heritage buildings. Staff believe that the character of the building expressed through Solidity and Motion of the limestone fagade and steel fins will be maintained and that the proposed alterations are within an acceptable range. In reviewing the merits of the application, City staff note the following: The new entrance will not interrupt the tapering metal ailerons (or metal fins} which extend along the Frederick Street elevation; The new entrance opening on the Frederick Street elevation will be angled to match the entrances located on the King Street elevation; The new doors and windows will be constructed of aluminum and painted to match the existing steel doors and windows; and The new bulkhead will be clad in stucco painted in colours to match the existing limestone fagade, doors, and windows. FINANCIAL IMPLICATIONS: None. CONCLUSION: The proposed new entrance will not detract from the heritage character of the existing building. Accordingly, staff recommends approval of HPA 2008-IV-014.
