HomeMy WebLinkAboutDTS-08-137 - Heritage Permit App - 2008-IV-012, 748 Zeller DrREPORT Report To: Heritage Kitchener Date of Meeting: September 2, 2008 Submitted By: Leon Bensason, Coordinator Cultural Heritage Planning X741-2306) Prepared By: Michelle Wade, Heritage Planner (741-2839) Ward(s~ Involved: Ward 2 Date of Report: August 21, 2008 Report No.: DTS-08-137 Subject: HERITAGE PERMIT APPLICATION 2008-IV-012 748 Zeller Drive INSTALL CEDAR SHINGLE ROOF, COPPER FLASHINGS, AND, RESTORE THE RETURN EAVES ON THE GABLE ENDS RECOMMENDATION: That pursuant to Section 33 and Section 37 of the Ontario Heritage Act, Heritage Permit Application HPA 2008-IV-012 be approved, to permit the installation of a new cedar shingle roof with copper flashings on the farmhouse and the repair of the return eaves on the west gable end of the farmhouse at 748 Zeller Drive, in accordance with the information submitted with the application, and, subject to review and approval by Heritage Planning staff of the construction and appearance of the continuous ridge vent. BACKGROUND: The Development and Technical Services Department is in receipt of Heritage Permit Application HPA 2008- IV-012. The applicant is seeking Council's permission to install a cedar shingle roof on the farmhouse, including copper flashings, and to repair the return eaves on the west gable end of the farmhouse, on the property municipally addressed 748 Zeller Drive. REPORT: The subject property is located on the east side of Zeller Drive in the Grand River South planning community, and is subject to a Heritage Conservation Easement Agreement and designation under Part IV of the Ontario Heritage Act. The key features that define the heritage character of the farmhouse are the exterior elevations, including: cut fieldstone walls and voussoirs; roof and rooflines; window openings and original windows, glazing, muntin bars and sills; front and rear porches, front doorway and wood panelled door, l0-light transom and 6-part side lights; protruding cellar entrance; wood soffits and fascia; and, yellow brick chimney. The applicant proposes to undertake the following work: ^ Remove the existing asphalt shingles from the roof of the farmhouse; ^ Install cut 18 inch western red cedar shingles with a 7 inch exposure on the roof of the farmhouse; ^ Install: copper drip flashing at the eaves; ice and water protection 6 feet up from the eaves; 30 pound underlay; continuous ridge vent with solid board ridge; zinc strips at the top of the roof; cedar breather under the shingles; copper chimney and end wall flashings; and, new pipe flashings; ^ Remove the aluminium cladding from the return eaves on the west gable end of the farmhouse; and ^ Repair the original wood return eaves on Return eave to be repaired the west gable end of the farmhouse. The proposed work will facilitate the installation of the cedar shingle roof and the repair of the wood return eaves on the west gable end of the farmhouse. The applicant has confirmed that the farmhouse featured wood shingles until the early 1950s and that the proposed cut cedar shingles are in keeping with traditional roofing materials. The applicant has selected copper flashings for their long term durability. The applicant recognizes that copper flashings were most likely not original to the house but would not have been uncommon during roof replacements in later years. The introduction of a continuous ridge vent has been proposed to provide ventilation to the cedar shingle roof. Traditionally, cedar shingles were installed directly over the spaced roof boards allowing for the shingles to dry with ventilation. The spaced roof boards have been covered with plywood thereby removing the natural ventilation between the boards and shingles. As a result, a cedar breather combined with a continuous ridge vent is required to provide ventilation to dry the cedar shingles and ensure their long term durability. In reviewing the merits of the application, City staff note the following: The cedar shake roof will enhance the character of the farmhouse through the provision of more traditional roofing materials; The cedar shakes, copper flashings, and continuous ridge vent will provide a durable roof; The cedar shakes, and copper flashings will not detract from the character of the farmhouse; Heritage Planning staff will review and approve the construction and appearance of the continuous ridge vent so as to ensure that it will not detract from the character of the farmhouse; and The repair of the wood return eaves on the west gable end will enhance the character of the farmhouse through the re-introduction of an original feature currently clad in aluminum. 2 FINANCIAL IMPLICATIONS: None. CONCLUSION: The proposed cedar shingle roof, copper flashings, and repair of the return eaves on the west gable end will complement the heritage character of the farmhouse. Through a condition of approval, Heritage Planning staff will ensure that the introduction of a continuous ridge vent will not detract from the character of the farmhouse. Accordingly, staff recommends approval of H PA 2008- I V-012.
