Subject: ON-STREET PARKING -CRESCENT STREET
RECOMMENDATIONS:
That parking be prohibited at anytime on the south side of Crescent Street between Onward
Avenue and Borden Avenue North; and further,
That the Uniform Traffic By-law be amended accordingly.
BACKGROUND:
Transportation Planning has received a request to review the existing on-street parking
regulations on Crescent Street between Onward Avenue and Borden Avenue North.
At the present time, on-street parking is permitted on both sides of Crescent Street between
Onward Avenue and Borden Avenue North for a maximum period of three (3) consecutive hours
as outlined in the City of Kitchener Uniform Traffic By-law No. 2007-138.
REPORT:
This request asked that on-street parking be prohibited on one side of Crescent Street because
residents were having difficulty accessing their driveways due to the presence of parked
vehicles on both sides of the street.
Transportation Planning conducted a review of the roadway and found that when on-street
parking occurs on both sides of Crescent Street, it was extremely difficult to negotiate between
the parked vehicles due to the limited width of the roadway. Therefore, the presence of parked
vehicles on both sides of the roadway creates an operational safety concern. In addition, it was
found that emergency response vehicles would also experience delays if vehicles continue to park
on both sides of the roadway. In the interest of public safety, Transportation Planning is
recommending that parking be prohibited at anytime on the south side of Crescent Street between
Onward Avenue and Borden Avenue North.
A questionnaire was delivered to the residents fronting onto Crescent Street in July 2008 to
determine if they were in support of the proposed parking prohibition. Only two questionnaires
were returned, but both replies were in support of the proposed parking prohibition on the south
side of Crescent Street.
This recommended revision will result in a loss of approximately seven (7) on-street parking
spaces. Transportation Planning does feel, however, that parking usage in this area can still be
adequately accommodated.
FINANCIAL IMPLICATIONS:
The approximate cost for signing the roadway is $500 including installation, and will be taken
from the existing sign maintenance budget.
