Subject: HERITAGE PERMIT APPLICATION 2008-V-016
93 JOSEPH STREET
PROPOSED NEW CONSTRUCTION
RECOMMENDATION:
That pursuant to Section 42 of the Ontario Heritage Act, Heritage Permit Application
HPA 2008-V-016 be approved, to permit the construction of a new garage at 93 Joseph Street,
in accordance with the plans submitted with the application, and subject to the final building
permit drawings being reviewed by Heritage Planning staff, prior to the issuance of a building
permit.
BACKGROUND:
The Development and Technical Services report
DTS-08-173 approved HPA-2007-V-011 for the
demolition of a detached garage in order to facilitate
underground environmental remediation on the
adjacent property. The report acknowledged that
upon completion of the work a new Heritage Permit
Application would be required for the replacement
detached garage.
The Development and Technical Services Department is now in receipt of Heritage Permit
Application HPA 2008-V-016. The applicant is seeking Council's permission to construct a
replacement garage, on the property municipally addressed 93 Joseph Street.
REPORT:
The subject property is located on the south side of Joseph Street in the Victoria Park Heritage
Conservation District, and is subject to designation under Part V of the Ontario Heritage Act.
The applicant proposes to construct a replacement garage. The new garage will be 12 feet wide
and 20 feet long. The new garage will be located in the same location of the previous garage.
The new garage will be clad with horizontal beige/cream colour vinyl siding. The eaves troughs,
down spouts cif any}, fascia, and soffits will be brown and either aluminum or vinyl construction.
A hip roof with brown asphalt shingles will be constructed on the garage. A cream coloured
steel/aluminum insulated man door may be located on the west (side} elevation. Their will be no
openings on the east (side} or south (rear} elevation. One garage door will be installed on the
north (front} elevation. The garage door will be a cream coloured steel/aluminum insulated
sectional overhead roller door with windows across the top.
The Victoria Park Heritage Conservation District Plan aims to conserve and enhance the historic
buildings in the area and ensure compatible development. The building conservation guidelines
provide guidance on appropriate size, styles, materials and colours. The size, style and colours
of the garage are appropriate for the context of the site. Although the proposed building
materials do not reflect historic siding materials, the design of the garage is consistent with other
garages approved for new construction since the adoption of the Heritage Conservation District
Plan. Further, Heritage Planning staff recognize that the building is accessory to the main
building and setback from the street. In addition, the west elevation is not visible from the street
and both the east and south elevation will have limited visibility from Victoria Park once the
adjacent house is constructed.
In reviewing the merits of the application, City staff note the following:
The proposed garage will fit well within the context of the site and streetscape; and
The size, style and colour of the proposed garage will complement the character of the
house and district; and,
The proposed garage will be accessory to the main building, setback from the main
street, will have limited visibility from Victoria Park and therefore will not detract from the
character of the house, and will not impair or otherwise negatively affect the cultural
heritage significance of the property or district.
FINANCIAL IMPLICATIONS:
None.
CONCLUSION:
The proposed construction will not detract from the heritage character of the Victoria Park
Heritage Conservation District. Accordingly, staff recommends approval of HPA 2008-V-016.
