Subject: LEVEL 2 PROVINCIAL HAZMAT TEAM AGREEMENT
RECOMMENDATION:
"That the City re-enter into an agreement between the Province of Ontario and the Cities of
Cambridge, Kitchener and Waterloo regarding the operation of a joint Provincial CBRNEI
Hazardous Materials Level 2 team and that the Mayor and Clerk be authorized to sign such
Agreement, subject to the satisfaction of the City Solicitor."
BACKGROUND:
In March of 2004 the City entered into an agreement with the Province of Ontario and the cities
of Waterloo and Cambridge for the purpose to provide a designated CBRNE (Chemical,
Biological, Radiation, Nuclear, and Explosion) Hazardous Material Level 2 response team. This
team is a joint team of eight (8) emergency responders employed by and based in the three
cities, trained to respond to large scale or complex natural or human caused CBRNE
emergencies in the South West area or possibly elsewhere in the province.
REPORT:
The city has been a member of this team for 5 years. We have not been called out to respond
to an emergency to date. We have been put on stand by occasionally but in all cases were not
required to respond.
Re-entering into this agreement will commit the corporation to participate for another 5 year
term. This contract would be in effect until March 31, 2013.
The only significant change to the renewal agreement are section 5.4 and 5.5 which provides for
course credits at the Ontario Fire College to be split between the three municipalities.. The
other change is that the Ontario Fire Marshal's office is to establish a business plan and funding
formula for training and exercises, which are currently funded through existing municipal
budgets

FINANCIAL IMPLICATIONS:
There are no financial implications.
CONCLUSION:
This is a renewal and provides little change to our current participation. It is recommended that
the mayor and clerk be authorized to renew this agreement.
