HomeMy WebLinkAboutDTS-08-153 - Sportsworld Crossing - Naming Of Private RoadsKTC:HENER Development & Technical Services 6 REPORT 79 Report To: Development & Technical Services Committee Date of Meeting: September 29, 2008 Submitted By: Jeff Willmer, Director of Planning (519-741-2325) Prepared By: Juliane von Westerholt, Senior Planner (519-741-2776) Lenore Ross, Site Development Facilitator (519-741-2427) Ward(s) Involved: Ward 3 Date of Report: September 19, 2008 Report No.: DTS-08-153 Subject: SPORTSWORLD CROSSING NAMING OF PRIVATE ROADS RECOMMENDATION: That the City of Kitchener acknowledge that GPM proposes to name private roads within the Sportsworld Crossing development- 0 and That, in the interest of providing clear locationall information to emergency service providers, it is preferable to establish a system of coherent civic addresses and public way-finding for the purpose of road naming; and That a by-law be passed, to allow the naming of two private roadways within the Sportsworld Crossing commercial /office development as Heldmann Road and Sportsworld Crossing Road as shown on a sketch attached to Report DTS-08-153, notwithstanding any City policy; and further, That the design and location of signage for the proposed roadways be approved by the City's Director of Transportation Planning in consultation with the City's Supervisor of Site Plan Development. REPORT: The Sportsworld Crossing development is a large retail and office complex located in south Kitchener. The first phase of the project has received site plan approval and is currently under construction and expecting to open later this autumn. The second phase of the project is currently undergoing site plan review and is expected to receive final approval shortly. When the initial phase of the project was reviewed there was some discussion regarding the assumption of these internal roads by the City and it was decided that the City was not interested in assuming these streets. City of Kitchener staff was requested by GPM Investments Inc. to investigate the possibility of naming two private roads internal to the property known as 100 Sportsworld Drive with the intention of establishing a more coherent civic address for clear locational information for emergency service providers. The subject lands are approximately 14.99 hectares (37.05 acres) in size and are zoned for Planned Commercial Campus uses. In this regard, the subject property is currently being re-developed for a commercial development containing one principal multi-use building approximately 12542 metres squared (135,005 square feet) in size and approximately 13 other buildings on site when fully constructed. Staff has met to discuss the possibility and procedure involved in naming the private street. Staff agreed that in order to improve emergency response and overall way-finding on the site, the idea of naming the private roads could be supported and should be investigated further. Staff turned to other municipalities in Ontario where this has occurred and learned that some have a very detailed system in place for naming of private roads such as the City of Ottawa and the City of Hamilton. It soon became apparent that of paramount concern was whether this information would appear on the 911 emergency response information provided to the emergency service providers. Staff confirmed that the 911 response will show this information so long as the street is named. The street does not have to be assumed by the Municipality for this to be triggered. Consultation with the City's legal staff confirmed that under Section 48 of the new Municipal Act, a municipality may now name private roads by passing a by-law provided notice was given of the intent to do so. A reference plan to describe the lands of the private roads is also required. This was not the case several years ago when Kitchener's street naming policy was adopted. The Region of Waterloo has been contacted regarding the intention to name the private roads on the Sportsworld site and they have reserved the following proposed names: • Sportsworld Crossing Road; and, • Heldmann Road. In addition to providing improved way-finding to the subject site, the proposed names will recognize some local history of the site with respect to the former uses of the site as the Sportsworld Crossing recreational use as well as the Heldmann House (former Pinegrove School) which is being retained for adaptive reuse. FINANCIAL IMPLICATIONS: All costs associated with the registration of the reference plan, advertising of the intent to name the road and street signage and/or any agreements deemed necessary by the City Solicitor to implement the street naming are to be entirely borne by developerlapplicant.
