NEW BUSINESS 3.0Welcome new ACAC member: Julie Robbescheuten On August 18, 2008, City Council passed the resolution to appoint Julie Robbescheuten as a ? citizen member to ACAC for a term ending November 30, 2008. Background on Julie Robbescheuten ? Experience with curriculum development, instruction, archaeology, museumology, o artifact collections, research, educational and social services spectrums. Experience creating and implementing educational programs, editing, and public o speaking. Strong understanding of community development, and cultural diversity. o Academic background includes a BA in Interdisciplinary Studies, MA in Religion and o Culture/Archaeology, and PhD student in the Doctorate of Education Program. DISCUSSION ITEMS 4.0ACAC Project Updates ACAC report on activities during its term: No draft report to review. ? ACTION: Staff to remove ACAC report from September 29 CSD agenda and reschedule to October 20, 2008 CSD meeting. ACTION: Staff to circulate draft report (prepared by Len Carter) to ACAC as soon as available. ACTION: ACAC members to provide comments to staff on report by September 30, 2008. Kitchener Arts and Culture Town Hall (aka ‘Cultural Summit’: Above report to be released ? to community at Town Hall meeting in mid-November. This event could: Encourage applications for the new committee term o Introduce and hand-off from the existing committee to the new committee o 1 September 2008 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES Tuesday, September 16, 2008 CITY OF KITCHENER Allow Artist in Residence to speak about experience working with City of Kitchener o Satisfy a CulturePlan II recommendation regarding community reporting on arts- o related initiatives ACTION: Staff to Reserve Rotunda for an evening in November 2008 for Kitchener Arts and Culture Town Hall. ACTION: Staff to find out timelines for the application process for new advisory committee members (current term ends November 2008). ACTION: ACAC members to indicate interest in participating in a subcommittee organizing the Town Hall meeting to staff (Julie Robbescheuten and Jamie Vasey have volunteered). 5.0Public Art Program and Policy Review ACTION: Staff to forward draft Public Art Program and Policy Review to ACAC members when available from the consultant, The Planning Partnership. Public Town Hall occurred on September 11 to present early findings to the public. ? Two stakeholder meetings have occurred, plus one interdepartmental meeting regarding ? coordination of public art processes. Public Art Program and Policy Review report going to Council in October/November 2008. ? INFORMATION ITEMS 6.0Public Art on Centre Block The City will own the galleria by the elevators in the new Andrin development. ? Bullas Sculptures could potentially be located in the galleria, which is ideal in that it is an ? indoor location. The City will own a strip of land between Duke and King Streets, which will be a public right- ? of-way. Public art could also be installed there. 7.0Downtown King Street Public Art Update Report recommending that ?approval be given for the commission and installation of artwork titled “Relocation & Transformation of Memory” by Allan MacKay at Speaker’s Corner to go to on October 20, 2008. Community Services Committee 8.0Public Art at Market: Len Carter In Len’s absence, deferred to October meeting. ? 9.0Council Report Advisory Committee Review: Approved by Council on September 8, 2008. ? Includes the following recommendations: ? Chair and Vice Chair organization, rather than Co-Chairs o One member of Council will participate on each advisory committee o New cycling committee established o Compass Kitchener now an advisory committee o Two-year term for committee members o 6 year limit on participation of members (can be extended by special request) o Nominating committee (containing no members of Council) will fill vacancies o Committee members can sit on one committee only o Committees must review their Terms of Reference every four years o Committees must review their Mandates prior to December 2010 o 2 September 2008 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES Tuesday, September 16, 2008 CITY OF KITCHENER Community Investment Strategy (CIS): CIS (size of community grants pool and tier 2 target ? funding matrix) approved by Community Services Committee on September 8. ACAC will no longer review grants o Tier two funding matrix divides funds between three sectors: Arts, Culture and o Special Events, Sports and Recreation, Community Support and Development No one sector will receive less than 20% of the pool, or more than 40% o Grants to be issued once a year o Communication of the new granting system to the public will be key o CulturePlan II Update: On September 8, Community Services Committee approved that the ? capital funds allocated for arts and culture purposes in the 2009 capital budget (originally allocated for Cultural Capitals of Canada) in the amount of $267,000 be reallocated to create an “Arts and Culture Capacity Building Fund” to: Achieve a meaningful contribution to sustainability and capacity building for the arts o and culture sector and support collaborative efforts with other funding partners Sports Tourism Strategy: No plans for new facilities to support sports tourism in the near ? future. Events are too few to justify the expenditure. Digital Media Cluster Development: Economic Development Department is working on ? establishing partnerships to promote digital media industries. Council endorsed $500,000 towards the Digital Media Convergence centre with the contingent on approval of a grant application and that the location of the centre is in Downtown Kitchener. The money will come from EDIF. It will benefit our community. Ward Boundary Review: A public meeting was held on September 10. Report will go to ? committee on September 29; to Council thereafter. 10.02008 Artist-in-Residence Update Ian Birse and Laura Kavanaugh are the 2008 Digital Media Artist-in-Residence team. ? Their proposal: ? The artists will hold two public art-making sessions on the theme “Things that make o you happy” Art will be photographed and manipulated using computer software to create a o unique ‘video” Video will be displayed on October on the top of the Berlin Tower, City Hall. o Dates of art-making: September 20 10:00 – 1:00 at Your Kitchener Market, and o September 28 (Word on the Street, Victoria Park) 12-5 pm Marketing the art-making sessions and the Artist in Residence program is crucial o 11.0Joint Advisory Committee Meeting Meeting will take place on October 28, 2008 at the Button Factory ? Arts and Culture Advisory committees from Kitchener, Waterloo and Cambridge are invited ? Terry Nicholson (City of Toronto) will speak about his community’s experiences ? Event is an opportunity to foster dialogue among communities ? ACTION: Staff to forward invitation to ACAC when available 12.0CulturePlan Update See item 9 CulturePlan II. ? 3 September 2008 - ACAC Minutes ARTS AND CULTURE ADVISORY COMMITTEE (ACAC) MINUTES Tuesday, September 16, 2008 CITY OF KITCHENER Networking opportunities for artists was a CulturePlan recommendation. Three events have ? been planned under the “Behind the scenes” banner: September 10, Brick Brewery, celebration of the written word o September 23, Walper Terrace, Songwriter’s circle o October 24, in partnership with KW Art Gallery and Art Bar o 13.0Members’ Updates The Gathering Tree public art installation to be “unveiled” at the Kitchener Memorial ? Auditorium on Friday, September 19 at 5:30 pm. Mayor, Councillors and the artist will be present. ACTION: Bill Poole to email committee item on public art around the world. A new provincial courthouse will be built on Frederick Street. It will incorporate a public art ? component. The art will belong to the province’s collection. A new parking garage will be built at Frederick/Duke streets. $150,000 will be allocated for ? public art. Location is a challenge. RFP must address challenges of site and potential preferred solutions (light, glass, vertical orientation…) Rotunda student art exhibition: a call for entry to high schools has been issued. ? On September 28 at 1:30 pm, Paul Eichhorn’s documentary film about a farmer will be ? shown at Kitchener Public Library. The Registry Theatre will host an event to celebrate the upcoming season on September 23 ? at 5:00. Simon Wesenthal Centre has a travelling exhibit for display that could be suitable for ? Remembrance Day observations Kitchener was recognized as fifth smartest city—will the City promote/celebrate? ? ACTION: Councillor Galloway to investigate possible article in Your Kitchener. Sherryl Petricevic shared photographs of examples of public art from her recent trip to ? Berlin.
