HomeMy WebLinkAboutFIN-08-123 - E08-072 - Consultant Services - Class Environmental Assessment & Preliminary Design for Springdale Sanitary Sewer Pumping Station Replacement Report To: Mayor Carl Zehr & Members of Council Date of Meeting: 2008-1 0-06 Submitted By: Dan Chapman, General Manager of Financial Services Prepared By: Larry Gordon, Director of Purchasing (2214) Date of Report 2008-09-30 Report No: FIN 08-123 Subject: E08-072 - Consultant Services - Class Environmental Assessment & Preliminary Design for Springdale Sanitary Sewer Pumping Station Replacement RECOMMENDATION That Expression of Interest E08-072, Consultant Services - Class Environmental Assessment & Preliminary Design for Springdale Sanitary Sewer Pumping Station Replacement, be awarded to MTE Consultants Inc., Kitchener at their estimated fee of $80,774.28, including a contingency of $6,990.50 and G.S.T., based on a satisfactory contract being negotiated and an upset fee being established, and further that the Director of Purchasing be authorized to execute an agreement satisfactory to the City Solicitor. BACKGROUND The Class Environmental Assessment and Preliminary Design for Springdale Sanitary Pumping Station has been initiated to address operational issues which currently exist. The Springdale station consists of a steel prefabricated pumping station with a separate wet well. The station is equipped with sewage ejectors that use compressed air to operate the system and as such, are inefficient. The station does not have a bypass or overflow and is not equipped with standby power. The project scope includes the generation and evaluation of various alternatives to improve the overall condition and function of Springdale Sanitary Pumping Station consistent with the Environmental Assessment Act. A preliminary design of the selected alternative is also included in the scope of this project. REPORT In accordance with Chapter 170 of the Municipal Code pertaining to the Selection of Professional Services/Consultants, a Consultant's Review Committee was established consisting of S. Allen, Manager, Engineering Design and Approvals, J. Oakley, Manager, Engineering Construction, K. Mick, Design Engineer, and L. Gordon, Director of Purchasing. Expressions of interest were advertised in the Record, on the City of Kitchener Home Page and the internet through the Ontario Public Buyers Electronic Tendering Information System relative to this project. Documents were downloaded by ten (10) interested parties. By the closing date of Wednesday September 3rd, 2008, three (3) responses had been received. The Review Committee elected to interview all three consultants. The Review Committee met on Friday September 19th, 2008 to interview the candidates. The Committee elected to award the project to MTE Consultants Inc., Kitchener. A listing of the responding parties follows for your reference.
