HomeMy WebLinkAboutCouncil - 2008-10-20 SSPECIAL COUNCIL MINUTES OCTOBER 20, 2008 CITY OF KITCHENER A special meeting of City Council was held at 4:54 p.m. this date, chaired by Mayor C. Zehr with all members present except Councillors C. Weylie and B. Vrbanovic. Notice of this meeting had been previously given to all members of Council by the City Clerk pursuant to Chapter 25 (Council Procedure) of the Municipal Code. Council considered a recommendation arising from the Finance and Corporate Services Committee meeting held this date regarding a review of parking fines. Councillor J. Gazzola raised a concern regarding the inability for the public to make comment on the proposed increases and questioned why this matter was being dealt with at this time rather than going to the regular meeting of Council on October 27, 2008. Mr. T. Speck, General Manager, Corporate Services Department, advised that in order to have the set fines in place by 2009, staff must make application to the Province as soon as possible. Moved by Councillor J. Smola Seconded by Councillor K. Galloway "That the proposed fine for parking in a fire route, as outlined in Appendix 'A' of Corporate Services Department report CRPS-08-169, be increased from the proposed amount of $50. to $75.; and further, That staff be directed to apply to the Minister of the Attorney General for approval of the parking fine increases outlined in Appendix 'A' of report CRPS-08-169, as amended." Carried. In regard to the in-camera agenda this date, Councillor J. Gazzola raised a question regarding the appropriateness of discussing in closed session Items 1) a labour relations matter and 2) a matter subject to solicitor-client privilege. Council was advised that Item 1) was a matter that may have an impact on the City's labour relations and Item 2) will involve receiving legal advice. Mayor C. Zehr advised that further discussion on the question raised by Councillor Gazzola will take place in closed session prior to the matters being discussed. Moved by Councillor G. Lorentz Seconded by Councillor J. Gazzola "That an in-camera meeting of City Council be held this date to consider a personal matter, a land acquisition /disposition matter, a labour relations matter and a matter subject to solicitor-client privilege." Carried. Moved by Councillor J. Smola Seconded by Councillor G. Lorentz "That leave be given the Mover and Seconder to introduce the following by-laws for three readings and that the same be taken as read a first, second and third times, be finally passed and numbered serially by the Clerk. (a) Being a by-law to amend By-law 2007-138, as amended, to regulate traffic and parking on highways under the jurisdiction of the City of Kitchener. (By-law No. 2008-170) (b) To confirm all actions and proceedings of the Council. (By-law No. 2008-171)." Carried.
